SUMMARY
OF APRIL 16, 1980 MEETING REGARDING THE MILLSTONE 1 REPLACEMENT FEEDWATER SPARGER On April 16, 1980 NRC representatives met in the Bethesda, MD NRC offices with NNECo and General Electric Company representatives. A list of attendees is attached (attachment 2). The meeting was request by NNEco to review the re-quirements necessary for upgrading the quality of a new feedwater sparger that has been fabricated by Marvin Engineering Company for installation at the Millstone 1 Nuclear Power Plant during the August 1980 refueling.
In part the meeting was in response to I&E bulletin 80-02 which identified quality assurance deficiencies in ongoing feedwater sparger fabrication at the Marvin Engineering Company that could effect Boiling Water Reactors. Feedwater sparger fabrication for a number of BWRs had been subcontracted by General Electric Company to Marvin Engineering Company. General Electric is responsible for the design and engineering of the spargers.
Presentations were made by NNECo representatives (Nuclear
' Utilities Corporation, NUSCO) and General Electric Company representatives shown in the Agenda (attachment-1). The visual aids used during the presentation are attached (attachment 1).
Since the feedwater sparger fabrication has already been completed the discussion focused on methods to be employed by G. E. and the utility to upgrade the quality assurance rather than scrapping the sparger and starting the job over again.
It is desireable to install the new feedwater sparger in the Millstone 1 reactor vessel in August 1980 during core refueling.
However, the G. E. representatives reported that another sparger could not be fabricated by this date.
G. E. has made provision by purchasing stock, to replace the thermal sleeves attached to the sparger if the inspection of the sparger reveals such a need. This could be accomplished, if necessary, in time to install the sparger in the Millstone 1 reactor vessel in August 1980 as currently scheduled.
Because of the extensive inspection work which must begin in May 1980 according to NNECo, to meet the NNECo schedule for quality assurance upgrading and specific repairs and determined to be necessary by the testing described by G. E., NNECo requested NRC's review and comments by the end of April so that any necessary changes to the quality upgrade program for the Millstone 1 sparger could be included without delaying the schedule for installing the new sparger.
