ANO-1 -- Draft RAI Concerning Relief Request ANO1-ISI-033 (L-2019-LLR-0100)

Mr. Arnold, By letter dated October 31, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19304A290), Entergy Operations, Inc. (Entergy, the licensee) proposed an alternative (ANO1-ISI-033) to the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel (ASME) Code Case N-729-4, Alternative Examination Requirements for PWR Reactor Vessel Upper Heads with Nozzles having Pressure-Retaining Partial-Penetration Welds, as conditioned by Title 10 of the Code of Federal Regulations Part 50 (10 CFR 50) Section 55a(g)(6)(ii)(D) for inspection of the reactor vessel closure head (RVCH) at Arkansas Nuclear One, Unit 1 (ANO-1). The licensee requested authorization of its proposed alternative under the requirements of 10 CFR 50.55a(z)(2), in that Compliance with the specified requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.

The Nuclear Regulatory Commission (NRC) has determined that additional information is required to complete its regulatory review, as described in the attached draft Request for Additional Information (RAI). The RAI is identified as "draft" at this time to make sure that the licensee understands the request. Please let me know if Entergy would like to have a conference call with the NRC staff to clarify this request. Also, let's discuss the timing of your response.

REQUEST FOR ADDITIONAL INFORMATION (RAI)

RELIEF REQUEST ANO1-ISI-033 ALTERNATE EXAMINATION OF REACTOR VESSEL CLOSURE HEAD PENETRATION NOZZLES ARKANSAS NUCLEAR ONE, UNIT 1 ENTERGY OPERATIONS, INC.

DOCKET NO. 50-313 By letter dated October 31, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19304A290), Entergy Operations, Inc. To facilitate the Nuclear Regulatory Commission (NRC) staffs review of the licensees proposed alternative, additional information is needed to reach a regulatory conclusion.

The licensee has provided a hardship basis for not performing supplemental examinations in accordance with ASME Code Case N-729-4 paragraph -3200(b) for the current refueling outage. However, in order for the NRC staff to reach a regulatory conclusion, the licensee is requested to provide the following additional information:

RAI-1: Clearly state the duration of the proposed alternative.

RAI-2: Clearly state the regulatory requirement to which the October 31, 2019, submittal is a proposed alternative.
