NRC STAFF COMMENTS ON ZAC-ZACK PROPOSED CONTENTIONS Zinmer Area Citizens and Zimmer Area Citizens of Kentucky, collectively referred to as ZAC, petitioned to intervene on emergency preparedness and radiological monitoring.
By Order dated April 22, 1980, the Licensing Board found interest and standing and renuested that ZAC file contentions and that the Staff and Applicant comment thereon. The Staff and ZAC have had exten-sive and detailed discussions resulting in the proposed contentions of ZAC which are attached hereto for identification. The Staff has no objection to the admission of the attached ZAC contentions. The lack of objectior, does not indicate any Staff position as to the merits, substance, basis or validity of the proposed contentions.
If, at the time of hearing, any contentions of ZAC are in conflict with the NPC rules and regulations then in effect, the Staff will interpose appro-priate objections to the natter pursuant to 10 C.F.R. 6 2.758.
It is clearly understood by Staff counsel and counsel for ZAC that the evidentiary hearing I
