9 GRAND GULF NUCLEAR STATION UNITS 1 & 2 INTERIM REPORT NUMBER 3 PRD-79/21

1. Description of Deficiency In December 1979 Bechtel (MP&L's Architect / Engineer) determined from General Electric purchased part drawings that several instruments were not purchased nuclear safety related as required by Bechtel's design, Techn: cal Information for Power Generation Control Complex (PCCC) Panel flounted Instruments. Further investigation revealed General Electric's failure to provide seismically and environmentally qualified instruments for use in nuclear safety related systems in the Balance of Plant (BOP) PGCC.
2. Safety Implications Attachment A provides a list of instruments affected. Investigative action is in process to determine if other Bechtel projects are affected. Several of these instruments (ones identified with an asterisk) are used to actively perform a set function (i.e., control enclosure building pressure, operate safety-related dampers, cause trip functions, etc.). Improper operation of these devices would create a situation for which the plant accident analyses have not been considered and could, therefore, affect adversely safety of operation of the plant. This condition is considered reportable meeting the re-porting criteria of 10CFR50.55(e)(1)(1)and (ii) and 10CFR21, Para. 21.3(d)(1).
3. Corrective Actions The corrective actions are in process to provide qualified instruments.

Details of the corrective action plan have not been finalized. The action plan is expected to be completed by July 11, 1980 with a '

schedule of actions needed to complete this item.

Details of corrective action are being tracked by MCAR Number 59.
