OF APRIL 23, 1980 MEETING ON COMANCHE PEAK AUXILIARY FEE 0 WATER SYSTEM Summary A meeting was held at NRC Headquarters, 7735 Old Georgetown Road, Bethesda, Maryland, with Mr. Richard Werner representing the Texas Utilities Generating Company, on Wednesday afternoon, April 23, 1980.
The NRC was represented by members of the Probability Assessment Staff (PAS) of the NRC Office of Nuclear Regulatory Research and the Reliability and Risk Assessment Branch of the NRC Office of Nuclear Reactor Regulation.
Enclosurc 1 is the attendance list.
The purpose of the meeting was to discuss the reliability evaluation of the auxiliary feedwater system requested by the NRC generic letter dated March 10, 1980.
Mr. Werner sought clarification on the scope and format of presentation which would be responsive to the above request.
The bulk of the meeting was spent in describing the NRC staff's experiences and conclusions from perform-ing similar reliability evaluations.
Meeting Details The NRC staff described its reliability evaluation of auxiliary feedwater systems presented in NUREG-0611, " Generic Evaluation of Feedwater Transients and Small Break Loss-of-Coolant Accidents in Westinghouse Designed Operating Plants." We noted that the evaluation was a study in reliability, one plant relative to another, and included human interaction with the system.
Mr. Werner used a schematic of the Comanche Peak auxiliary feedwater system (AFWS) and several sheets depicting the fault tree for the AFWS for his discus-sion.
In view of the preliminary nature of these diagrams, they are not enclosed.
The discussion emphasized the inclusion of human factors in the fault tree analysis.
In our reliability evaluations for the feedwater transients, we found that the human failure predominates.
It is critical to look at how the human interacts with the system. We noted that Appendix II to WASH-1400,
" Reactor Safety Study," contains additional discussion on the inclusion of the human influence factor in the fault tree analysis.
Mr. Werner questioned whether he should use the reliability data base given in NUREG-0611.
We advised that TUGC0 should use the most appropriate data base.
If other data is more representative or applicable, it should be used.
In the absence of better data, we consider the NUREG-0611 data base acceptable.
