SUMMARY

OF MEETING HELD ON APRIL 30, 1980 A meeting was held in Bethesda, Maryland with the applicant on April 30, 1980, to discuss the near-tem manufacturing license requirements stemming from the TMI-2 accident. Attendance at the meeting is shown in Enclosure No.1.

In December,1979, the applicant filed topical 'eport number 36A93, " Offshore Power Systems Responses to Post-TMI NRC Requirements". This report was filed prior to the development of the staff Action Plan implementing the recommendations of the various TMI task forces. The applicant has reviewed the Action Plan items and the proposed requirements list developed by the staff for the near-term construction permit (NTCP) applicants. This proposed NTCP requirements list has been revised (see Enclosure No. 2) by the applicant to reflect the specific requirements for a manufacturing license. During the discussion with the applicant, the staff annotated the manufacturing license (ML) requirements list as noted by change bars along the left margin of Enclosure No. 2.

The staff was generally in agreement with the proposed ML requirements.

It is the staff's understanding that the applicant intends to develop the pro-posed ML requirements to be reflected in its topical report no. 3CA93, probably by way of a supplement thereto.

Subsequent to the meeting with the applicant, the staff presented its NTCP program requirements to the ACRS on May 2, 1980. The staff stated that a similar program has been initiated to define TMI requirements from the Action Plan for the ML application. Mr. H. R. Denton proposed that the licensing process move forward for both the NTCP and ML applications and subject to advice which may be received from the ACRS, he stated his intention to carry this proposal to the Commission.
