SUBJECT:

HIGHLIGHTS AND ACTION ITEMS FROM MARCH 26, 1980 NRC/EPRI MANAGEMENT MEETING A meeting was held in Bethesda, Maryland, on March 26, 1980, between EPRI and NRC (list of attendees is enclosed) primarily to discuss joint NRC/EPRI reactor safety research programs. Some of the main points of discussion and action items are listed.

o A discussion was held on the TLTA Upgrade and schedule.

EPRI recomended that a reassessment of the program be undertaken with the completion of the two tests for NRR (D. Ross) to see which experiments should be performed within the existing funds.

(Tong / Action) o EPRI noted that the requested C.E. pump data should be included in four reports to be issued within the next 2 months. Also, any specific questions should be addressed to King House at ITI.

o NRC discussed the possibility of initiating a joint i

NRC/EPRI/B&W pump test program at Bingham /Wilamette.

The program would attempt to establish correlations between pump current and void fraction.

EPRI expressed doubt about the program objective and cost benefits, which clouds their interest (NRC followup).

o NRC is to contact NSAC concerning the development of NRC's Plant Data Bank (S. Fabic/ Action).

o EPRI will look into the problem NRC is having in securing the Power Ramp Test data from Studsvik.

(EPRI/ Action) o NRC provided a sumary of planned research programs on Class 9 Accidents. EPRI is uncertain of needs in this

' area until the scope and direction of Rulemaking on Class 9 Accidents is better defined.

o NRC provided a brief sumary of current and planned programs in risk assessment and probabilistic analysis. EPRI and NSAC are both in the process of developing programs in the area.

MAY 2 01980 o EPRI and NRC both briefly discussed the work they are doing in the area of Human Factors. This included the possibility of NRC participating in the EPRI/Lockheed program on control room design. Other research programs discussed included work by General Physics on performance systems and Penn State on Heat-stress and plant maintenance.

o NRC discussed the possibility of modifying the LOFT facility to get a better understanding of reactor parameters (i.e.,

moderator coefficient) during transients. This would also include tests on disturbance analysis and improved data display. RES will set up a meeting with EPRI staff to discuss this subject.

(Murley/ Action) o EPRI discussed the need to review the cost information and productivity of the FLECHT-SEASET and Sector Spray Test program. This item will be broughtfup at the next PMG meeting.

(Beckner/Han/ Action) o NRC suggested that EPRI should consider participating in the funding of NSIC because of the increased use of the center by NSAC. EPRI suggested that NSAC be contacted directly on this matter.

(W. Farmer / Action) o There was an extended discussion of EPRI's relief / safety valve testing program including NRC's request to have the raw information provided as soon as the tests are completed.

Both NRR and SD would like to be able to look at the data, as developed, to make sure the information would be acceptable to 'N RC.

EPRI noted that it would first have to review the data and get the Owner's Group approval before releasing it to the NRC.

EPRI noted that NRR's deadline was too short for this program to provide a technical basis for rulemaking. Also they felt that the appropriate transmission of the data on this subject was through a Research Review Group.

RES is to forward a memorandum to the NRR user's group to clarify the question on data availability.

Action).

The use of INEL as a contractor for both EPRI and NRC on this research program was discussed.

EPRI plans to use INEL as a supplier of instrumentation and NRC use is as an advisor on the EPRI program.

T. Murley suggested that NRC might be able to use the LOFT instrumentation people to avoid any appearance of a conflict of interest.
