Dear Mr. Denton:

AMENDMENT TO OPERATING LICENSE NPF-4 NORTH' ANNA POWER STATION UNIT NO.1 PROPOSED TECHNICAL SPECIFICATION CHANGE NO. 38-Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License No. NPF-4 for the North Anna Power Station, Unit No. 1. The proposed changes are enclosed and have been designated as Change No. 38.

We reported via LER/R0 80-34/OlT-0 dated March 21, 1980 (Serial No. 260) that the Emergency Core Cooling System was not analyzed

for temperatures below 70 F. Further analysis work was performed on a continuing basis. Recently, it was determined that each of the Low Head Safety Injection pump discharge nozzles for Unit 1 were overstressed.

Because of this condition, it was necessary to reanalyze and redesign the appropriate supports to verify acceptability.

which is installed on the Safety Injection System in the Safeguards Area

! at elevation 256, from Technical Specification Table 3.7-4. The su'pport l location where this snubber is located is no longer required. Reanalysis using existing methods including applicable Amplified Response Spectrum (ARS) curves yields acceptable results; however, the appropriate portions of the system were reanalyzed using an enveloped ARS curve and only slightly higher pump nozzle loads resulted. These nozzle loads are acceptable to the pump manufacturer. The margin of safety is not reduced by the re-moval of this snubber.

Safety and Operating Committee and the System Nuclear Safety and Operating

' Committee. It has been determined that this request does not involve an unreviewed safety question.

It has been determined that this request involves a single safety issue; therefore, a Class III license amendment fee is required. Accordingly, a voucher check in the amount of $4,000.00 is enclosed in payment of the required fee.

Since approval of this request is required in order for North Anna Unit 1 to resume power operation, we would appreciate your prompt review of this request.
