REPLY TO IE INSPECTION REPORTS 80-06 AND 80 UNRESOLVED ITEM DOCKETS 50-266 and 50-301 POINT BEACH NUCLEAR PLANT This is in response to your letter dated May 2,
- 1980, wherein you state that the Point Beach Nuclear Plant Modified Amended Security Plan (PBMASP) needs revision to meet the requirements of 10 CFR 73.55 (d) (8).
The unresolved item was identified during the inspection which was conducted by Messrs.
J.
R.
Creed and G.
L.
Pirtle of Region III on March 31-April 4, 1980.
Although Wisconsin Electric has taken action on the unresolved item, we would like to comment further upon this decision.
The preparation of the PBMASP and the procurement and installation of security system hardware commenced in mid-i l
1977.
The installation and Plan approval were completed on April 13, 1979.
The then-assigned NRR review team was actively involved in the development of the Point Beach Nuclear Plant security program.
Throughout that period, the NRR review team I
and Wisconsin Electric representatives had numerous discussion j
meetings and letter transmittals which sg eified our intentions, l
reflecting our interpretation of NRC guidance and the physical arrangement of our facilit1 I
l Following this detailed and lengthy review, the Division l
of Operating Reactorn issued its Security Plan Evaluation Report which states, "We have completed our review and evaluation of l
your physical security plan and have concluded that the physical I
security plan for your facility provides the protection needed to meet the general performance requirements of 10 CFR 73.55a h00/

and the objectives of the specific requirements of 10 CFR 73.55 Paragraphs (b) through (h), wit' nut impairing your ability to safely operate your facility.
therefore conclude that the plan is acceptable."
As a result of NRC reorganization, we understand that assignment of physical security regulation was transferred from Nuclear Reactor Regulation to Nuclear Material Safety and Safeguards.
Apparently, NMSS now does not agree with previous NRR findings.
To resolve this matter, we are proposing to make che minor modifications described in the enclosure to this letter.
We believe you will agree that these proposed actions satisfactorily address your concerns.
Upon your review of the proposal and notification by you of its acceptance, we will place the changes into effect.
Wisconsin Electric is making this notification in accordance with reporting requirements contained in 10 CFR 50.54 (P).
Licensee action does not degrade the effectiveness of the Point Beach Nuclear Plant security program.
Upon approval, the enclosure to this letter will become part of the PBMASP.
The enclosure to this letter is considered exempt from disclosure in accordance with the provisions of 10 CFR 2.790.
We request that this enclosure be treated as confidential and not be placed in any public document room, and that any reply you make be similarly withheld if it deals with the details of our plant security plan.
