SUBJECT:
INTERIM HYDROGEN CONTROL REQUIREMENTS c
The accident at Three Mile Island, Unit 2 involved a large amount of metal-water reaction in the core with resulting hydrogen generation well in excess of the amounts specified in 10 CFR 50.44 of the Commission's regulations. A rulemaking proceeding on the subject of degraded cores and hydrogen manage-ment is under consideration by the Comission. This rulemaking proceeding is suggested in Item II.B.8 of the "NRC Action Plans Developed as a Result of the TMI-2 Accident," Draft 2. NUREG-0660, January 23, 1980.
Pending the rule-making proceeding, we have proposed that all plants utilize Mark I and II con-tainments be inerted during power operation of the plant.
In the attached memorandum from Samuel J. Chilk to William Dircks, the Comis-sion requested certain additional infomation conceming the subject of inert-ing before reaching its decision regarding the proposed interim hydrogen control requirements.
The attached background infomation and request for additional information for item 1.c of the Chilk memorandum has been previously forwarded to the Mark I owners via T. Ippolito, Chief, Operating Reactors Branch #3. We hope to m-ceive the responses from the utilities promptly so that we can accomodtte the Comission's suspense date of April 8,1980.
