Dear Congressman Stratton:

Thank you for your letter of February 19,198D, calling to my attention correspondence from Dr. R. T. Lahey, Jr. to Dr. Robert Budnit: concerning the ability of universities to comply with the Nuclear Regulatory Commission's (T C's) contracting procedures.

Dr. Lahey's letter addresses a problem which I believe should and can be resolved.

The NRC's staff met with Dr. Lahey to discuss this issue.

Based on those discussions, the NRC believes that its organic legislation provides it with the authority to make grants for certain types of research.

The NRC is presently in the process of establishing a grant program based upon this authority, which would include grants to universities or non-profit institutions for exploratory research.

This program will be designed and administered so as to provide much of the flexibility and continuity which Dr. Lahey views as so essential to the efforts of the university community.

Though the details of such a policy are still being developed, we believe this program will address the problem raised by Dr. Lahey.

We appreciate your bringing this matter to our attention.

It is my hope the problem will be resolved expeditiously.
