Although the Comission has not yet acted on our recomendations in SECY 80-131 regarding a proposed statement of interim policy, assignments have already been made and work is progressing in the input for the I

SUBJECT:
URGENT llEED FOR A REVISED ACCIDEllT ANALYSIS CHAPTER FOR INCLUSION IN ENVIR0t! MENTAL STATEMENTS Several environmental operating license reviews are being severely impacted by the lack of a revised accident analysis chapter for inclusion in environmental statements. The need for preparation of such a chapter will result from the implementation of a staff recommendation prepared in response to the Commiss-ion's request in its Memorandum and Order dated September 14, 1979.
Present informa-tion available to me indicates that the new chapter will not be ready until July 1980.
Exploration of possible steps to move this date back to no later than May 1, 1980 should immediately be undertaken as the following chart of review schedules will show:

As you can see, the fuel load dates determined by the Caseload Forecast Panel are fast approaching and, with hearings scheduled in each. case, completing the review in time is touch and go even if the chapter were available immediately.
Another possible problem could be a decision by OELD that, since the chapter will incorporate new staff (and Commission) thinking, recirculation of the material will be necessary.

.:ce This is another TMI-impacted situation where lack of manpower is causing real problems in completing reviews.
Please make every effort to reprogram this task to the highest priority so that the lack of this updated chapter will not continue to affect licensing actions.
