I have received your memorandum of April 1, 1980.

I understand and appreciate your concern over receipt of papers which are~ received so late that review before a meeting on the issues they address is not feasible.

I agree this is a bad practice.

It happens, as I am sure you l

recognize, not because staff is insensitive to Comission.needs, 8

but because they perceive an urgency on the part of the Commission to address an issue -- the details of which are still being developed '

at the last moment.

i I will in the future be particularly careful to point out in the

, Chaiman's Agenda Planning Conferences, those issues in which delays I

I will recommend delaying a scheduled meeting in such cases.
