We have reviewed the recent inventory difference (ID) history for low-enriched uranium at your facility and have made the following observations:
(1) the ids for the past two years have exhibited an abnomally large oscillatory pattern, (2) three out of the last four ids have exceeded their respective limits of error by a factor of two, and (3) the cumulative ID has significantly increased over the past two years.
Although none of your past ids have involved significant quantities of material, trends such as those just stated usually indicate that some problems exist somewhere in the material control and accounting system.
Therefore, in order to establish a better understanding of what problems might be involved, we are hereby requesting that you investigate these trends, beginning with the ID dated January 6,1978.
In a meeting held with you on April 8,1980, you indicated that the results of this investi-gation could be reported to us by October 31, 1980. We would appreciate your cooperation in meeting this deadline. Please structure the resultant report so that it includes (a) the probable reasons for the trends, (b) a description of the actions which are planned to reverse these trends, and (c) a projected date by which such actions should be accomplished.
