HRC STAFF'S FURTHER RESPONSE TO THE LICENSING BOARD'S MEMORANDuti AND ORDER OF MARCH 31, 1980 The Licensing Board in its " Memorandum and Order to NRC Staff Regarding Class 9 Accidents" of 'iarch 31, 1980, directed the NRC Staff to further specify and describe each of the critical accident sequences that the Staff will amlyze in order to assure that the proposed short-a.M long-term actions necessary and sufficient to provide adequate protection to public health and safety have been taken.
In the attachnent to a letter to the Board of May 2,1980, the Staff outlined the approach it planned to use in supplementing the information previously provided to the Board.
In the letter Staff counsel solicited the Board's views on the appropriateness of the planned approach. The Board in a letter to Staff counsel of May 6,1980, indicated that the approach as outlined by the Staff appeared to the Board to be appropriate. Therefore, the Staff has developed " event trees" for both loss-of-feedwater transients and small-break loss-of-coolant accidents. at TMI-2 because they were considered as outside the design basis, that should now be considered in the analysis of the acceptability of returning TMI-l to operation.
