Transmittal of Celi-128 Gentlemen:
The referenced letter, which was sent to IEC on behalf of the Combustion Engineering Ouners Group on Post-TIC Efforts (CEOG), forwarded CET 128, Response of Cembustion Engineering IIuclear Steam Supply System to Transients and Accidents, Volumes 1 and 2.
CET-128 was prepared by Ccmbustion Engineering (CE) for the CEOG in re::ponse to section 2.19 of ITUREG-0578 and contains operator guidelines for utility and IEC review which can then be used as the basis for upgrading cmergency operating procedures and operat' r o
training programs.
Having remained close to the operator guidelines effort, it has been our understanding that actual plant operating procedures would not be revised to reflect new guidelines until such guidelines had been firmly established, including comprehensive reviews by the licensees and the appropriate IGC Staff members. This approach recognizes the value of giving the operator the best information possible concerning the transient response of the plant.
According to ITUREG-0578, Appendix B, Table B-2, Item 6, implementation of emergency procedures and retraining related to accidents and transients must be accomplished three months after emergency procedure guidelines are established. As indicated above, we consider such guidelines to be
" established" upon appropriate review and approval, and we are proceeding with our review and will wait until the ecmpletion of the IEC Staff review before we attempt to modify our procedures to reflect the new "Suidelines".
