SUBJECT:
SITE VISIT TO TMI TO DISCUSS GROUNDWATER MONITORING PROGRAM On April 2, 1980, I travelled to the TMI site to discuss the groundwater monitoring program with HRC and GPU personnel.
The purpose of the visit was to gather as much information as possible and to discuss the licensee's proposed programs, in light of recent increased tritum levels in several groundwater samples.
I met initially with George Kalman, NRC.
I then asked to closely observe,
the area of the Borated Water Storage Tank (BWST), where leaks of contaminated water had been reported.
While walking to the SWST area, I was able to observe the test pumping which was currently underway at MW-8.
I arrived at about 10:00 a.m.; the pumping test had been underway for about a half an hour.
I noted that the water being pumped from the well had a brownish color, similar to, but lighter in color than the water that had been pumped from MW-3.
I suggested that this water should not be discharged to the storm drains (and thence to the Susquehanna River), since the exact consistency was not known. Brown water had not been observed at this well previously. At my suggestion, pumping operations were terminated.
I then observed the BWST area, where I noted yellow and magenta radiation warning signs had been posted in the BWST area.
I then met with NRC and GPU personnel to discuss a program for determining the concentrations and source of the tritum and the brown water.
The suggestions and programs identified at the meeting were later modified.
