Dear Sir:
This is to confirm the meeting held at your residence on flovember 20, 1979, between you, your brother, Wayne, and Dr. C. Gallina and Mr. Glenn Walton of this office.
As a result of that meeting, our understanding of the information provided by you and your brother which potentially relates to areas of nuclear safety is as follows.
1.
Welder qualification practices during the construction phase at Three Mile Island, Unit 2 (TMI-2)
From your comments we understand that crafts bought union " Books" and were sent to TMI-2 with instructions to state they were certified welders.
Then during the actual welding test given at TMI-2, if the welders could not pass the test in the vertical or overhead positions, they would take the test in a flat position.
You stated that several of these individuals who bought " Books" were never qualified welders and could not pass a valid welding test.

Welding Condenser at TMI-2 During the construction at TMI-2, you stated you were assigned to weld on the inside, southwest end of the condenser. Someone had already welded from the outside and before you comenced welding you wanted to remove some obvious slag already present in the weld.
When you brought this to the attention of the foreman, you were~ told to go ahead and weld, regardless of the slag present, which you did.
3.
Welder Qualification While you were working at a fossil-fueled plant (Conemaugh), for Schneider Inc., you stated that you took welding tests for eight other welders.
As a result, they were qualified by Schneider Inc. without ever taking a test.
Further, that Schneider Inc. is currently working on nuclear facilities at Beaver Valley, Units 1 and 2, and some of these individuals might be working there for Schneider Inc.
They could weld for Schneider Inc. without requali-fying because welder qualifications are transferrable when the individual works for the same organization.
Also at Shippingport (Beaver Valley ?),
you state that welders are being supplied from Union Local 636, Titusville, Pennsylvania, which sells union " Books" and as a result may be supplying unqualified welders.

Selling Union Books You believe union " Books" are being sold out of Local 329, and as a result unqualified welders and fitters may be working at nuclear facilities such as Limerick and Hope Creek.
We would appreciate your review of the above areas to assure that our understanding is correct.
If there is additional information you may have or wish to provide, please let us know.
As was explained to you during the November 20, 1979 meeting, we plan to thoroughly investigate all matters within NRC regulatory jurisdiction.
We do understand that you have provided similar information as above to other Federal and State agencies.
Please advise this office in writing within 20 days if our understanding of the information provided to us is correct.
