The following is in response to the inspection conducted by Mr. R. D. Walker on January 1-31, 1980, of activities LaSalle County Station Unit 1. Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements. These activities are addressed in the enclosure to this letter.

Enclosure Response to Notice of Violation This item of apparent noncompliance identified in Appendix A of the NRC letter dated March 4, 1980 are responsded to in the following paragraphs.

10 CFR 50, Appendix B, Criterion XVI requires that measures be established for indicating the operating status of structures, systems, and components of the nuclear power plant, such as by tagging va,1ves and switches, to prevent inadvertent operation.

Commonwealth Edison Company Quality Assurance Program Topical Report CE-1-A, Revision 11, Section 14, dated December 21, 1979, states in part, " Operating out-of-service status is controlled by Edison " Hold" and "Out-of-Service" cards depending on the designated internal jurisdiction of the item. The methods of control are provided through Construction and Station Operating Procedures which describe the use of forms, i tags and logging methods." LaSalle County Station Administrative Procedure LAP 900-4, Revision 7, and Construction Instruction 1-2-G-1 both require that when construction on an addition to the station facilities, which has not been released for operation, has progressed to the point where the equipment being worked on could be livened from a source under jurisdiction of the Generating Station Department, the Commonwealth Edison supervisor in charge of construction work must request that a MASTER OUT OF SERVICE CARD (and related OUT OF SERVICE CARDS, if required) be placed in his name, at all points of isolation.

Contrary to the above, on January 29, 1980, the licensee's contractor (Morrison Construction Company) performed work on the Fire Protection System without adhering to the requiremente nf the niit nf nervgg procedures, and this resulted in spraying water on safety related equipment.

Corrective Action Taken and Results Achieved The responsible CECO. Station C7nstruction field engineer had requested an outage on the fire protection system for the Morrison Const.,Co. (MCCO.) One of the isolation valves for the system is located in the area where the piping revision was to be made. Upon seeing an Out of Service card on this isolation valve, the MCCo. workmen proceeded to remove the flange which resulted in spraying water on the RHR B and C water leg pumps and the SF pump. This action was in violation of established
