Dear Chairman Freeman:
Le Hartsville Project Conmittee raised the question in a letter to WA about the Impact Mitigation Program being recoved fran the General Manager's Office and placed in the Camunity Development Office several layers down in the organization.
In my discussions with Mr. Wolf, Chairman of the Hearing Cacmittee, Atcmic Sarety and Licensing Board, in late 1975, he informed me that the cccmitments.by WA in the Final Envirotrrantal Statemnt (FES) had the effect of law.
According to page 2777 of the transcripts before the Atomic Safety and Licensing Board, WA adopted Chapter 4.2 of the environmental report as testimony in the proceeding. It would appear to me that WA is le-gally obligated to have the Program Coordinator for the Hartsville Plants assigned to the Office of the General Manager within WA.
It is my respectful request that WA take the appropriate action to return.the WA Hartsville Program Coordinator to the Office of the
