IE Bulletin No. 80-03 Loss of Charcoal From Standard Type II, 2 Inch, Tray Adsorber Cells

Dear Mr. Seyfrit:

This letter is written in response to the subject bulletin.

Nebraska Public Power District's (NPPD) operating power reactor fa-cility, Cooper Nuclear Station (CNS), uses adsorber cells of the stan-dard Type II in two systems; Standby Gas Treatment (SBGT) and Control Room Emergency Filter ( pass (CREF). These cells are Barnebey-Cheney, Model FC for SBGT, and American Air Filter, Inc., Model CS-8 for CREF.

CNS is required to test these systems once per operating cycle or af ter 720 hours0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br /> of operation.

The visual inspection took place during the required yearly testing for operability.

NPPD is providing responses to Items 1 thru 4 for power reactor facil-ities with an operating license; the responses are as follows:

A visual inspection of the filter housing and adsorber cells as described in Section 5 of ANSI N510-1975 was performed on SBGT and CREF.

It was observed that the cells in use were welded in con-struction, not riveted.

Attention was directed toward possible l

sagging or separation of screen and cell and any possible defor-mation of screen, housing, and cell.

No deformation, leakage, separation, or sagging was observed in either system.

None of the cells examined were determined to be defective.

The SBGT's cella were replaced with cells of the same model and man-ufacturer as a part of normal periodic maintenance.

The CREF's cells were not replaced.

The operability of both systems was demonstrated by freon leak testing using the preferred method as described in Regulatory Guide 1.52 and Section 12 of ATSI N510-1975.

CNS does not use the type of adsorber c'll in question for tne e

normal ventilation exhaust filtration system.

This letter connnotes NPPD's response to item 1 thru 4 and ful-fills the requirements for a report in item 4.
