ENCLOSURE 1 IE Bulletin No. 79-013 45 Day Response to Items 1, 2, & 3. Cooper. Nuclear Station Item 1 Provide a " master list" of all Engineered Safety Feature Systems (Plant Protection Systems) required to fuction under postulated accident con-ditions. Accident conditions are defined as the LOCA/HEL3 inside con-F cainment..and HELB outside containment. For each system within (including cables, EPA's terminal blocks, etc.) the master list, identify each Class IE electrical equipment item that is required to function under accident conditions.- Pages 1 and 2 of Enclosure 2 are standard formats to be used for'the " master list" with typical information included. Electrical equipment items, which are components of systems listed in Appendix A of Enclosure 4, which are assumed to operate in the FSAR 4 safety analysis and are relied on to mitigate design basis events are considered within the scope of this Bulletin, regardless whether or not they were classified as.part of the engineered safety features when the plant was originally licensed to operate. The necessity for further upgrading of nonsafety-related plant systems will be dependent on the outcome of the licensees and the NRC reviews. subsequent to TMI/2. i
Response
The Cooper Station SA., and Emergency Operating Procedures were reviewed for equipment needed to mitigate a LOCA or HEL3. The following equipment was listed in the SAR: Stand-by Gas Treatment System HPCI System RCIC System RHR System Core Spray System'(CS) ADS System MSIV System SLC System NBI. System'(torus pressure, reactor water.lival) The following equipment was :added to the above list by the CNS Emergency Procedures: Area Radia'cion Monitors (ARM)- , Process Radiation Monitors (PRM) ~Drywell H2 Monitor - Drywell 02 Monitor Torus 02 Monitor _ Torus H2 Monitor. e Torus. Temperature ACAD System. , Drywell sump floor drain and equipment sump temperature and flow > Steam Leak Detection. System ' Reactor building temperature indication
i contains the " master lists" of the following systems considered complete at this time: SLC HPCI' RCIC RHR CS' ADS MSIV NBI PRM ARM Cables P'enetrations Steam Leak Detection (part of HPCI, RCIC, RHR) The following systems were not listed in the " master lists" because of the 45 day time restraint. These systems will be correlated and provided in our 90 day response: SGTS H2 Monitors 02 Monitors Temperature Monitors ACAD system Primary Containment Purge & Vent Valves Containment sump temperature and flow Drywell Humidity Monitor t These systems contain components located in the Reactor Building in areas without any high energy lines. Although not subject to HELB, they will be. included because of long ters accident considerations. Item 2 For each class IE electrical equipment item identified in. Item 1, provide written evidenge of-its environmental qualification to support the capability of the item to function under postulated accident conditions. For those class IE electrical equipment items not having adequate qualifica-tion data available, identify your plans for determining qualifications of these items and' your schedule for completing this action. Provide this in

The component evaluation work sheets.for che cv:ponents located inside-containment and the1 cable system are ceoplec4 and are provided as Enclosure . 3. The motor-operators are basically complete except for data relating to the extena to which the individualLmotors were radiation-cested. Future

icorrespondence between NPPD and Limitorque will give this data. Also.the motor starters used for valve control are not included and will be provided -in_the 90' day response.- l -
4 The GE supplied instrumentation in the remaining syste=s has only envir-onmental specifications listed and no data. We ara presently awaiting data 'from CE and have requested the applicable test reports. Because of the time restraints associated with this 45 day response, GE was not able to supply a projected completion date for this effort. The data or schedule for completion will~ be supplied in our 90 day response. Item 3 For equipment identified in Items 1 and 2, provide service condition profiles (i.e., temperature, pressure, etc., as a function of time). These data should be provided for design basis accident conditions and qualification tests performed. This data may be provided in pro-file or tabular form.
Response
The service conditions are contained in the GE design specification provided as Enclosure 4. A summary of the enviroamental conditions at. CNS was provided in Attachment 2 to our June 22, 1979 response to IE Bulletin Nos. 79-01 and 79-OLA. The service conditions for various components are also contained in tabular form in the component evalu-atien work sheets of Enclosure 3. O i
