13 The Commission, by a vote of 4 to 1, with 14 Commissioner Bradford dissenting approved a draft order 15 which provided that consistent with past Commission 16 practice, disqualification decisions, reside solely with 17 the challenged Commissioners and will not be reviewed by 18 the commission.
