Dear Mr. O'Reilly:

In our letter dated October 5,1979, we submitted our response to the requirements of IE Bulletin 79-19 with ' respect to Byproduct Materials License 45-15923-01 and Source Materials License SMB-237.

I neglected at that time to indi' ate that activities carried out under Special c

Nuclear Materials License SNM-1330 were included in our plan of action and schedule of compliance given in the letter, and that personnel using that license (T. W. Stern and M. F. Newell) had attended the required training sessions.

Please reference our letter of October 5, 1979 to SNM-1330. A copy of the letter, with its attachments, is enclosed for your convenience.

Dear Mr. O'Reilly:

In accordance with IE Bulletin 79-19, we sulnit the following plan of action and schedule of compliance. keyed to the requirements of the bulletin:

1.

A copy of 49 CFR 100-199 (October 1977) is on hand in the office of the Radiation Protection Officer. Succeeding volumes will be ordered as they become available. We have requested to be placed on the DOT Office of Hazardous Materials Operations nailing list. We have maintained a subscription to AEC/NRC Rules and Regulations since 1969 and will continue such subscription.

We have and shall maintain, copies of the requirenent imposed by the disposal-site states f rom burial firms and of the licenses and packaging requirements of the collection contractor.

3.

Only persons having attended training sessions per paragraphs 5 and 6 will be permitted to perform or to supervise in person the deposition or packaging low-level radioactive waste. Such persons will be designated in writing.

4.

The detailed instructions and operating procedurca for all personnel involved in the transfer, p'.ekaging, and transport of Appendix A, which has been DUPLICATE DOCUMENT Entire document previously
