(Embed Plate Load Capacity Tables)

! Gentlemen:

On January 28, 1080 it was reported to your office that a potential item under 10CFR50.55(e) existed at Plant Vogtle concerning embed plate load capacity tables.

The nature of the potential deficiency is as follows:

The load capacity tables for embed plates were determined on the basis of full engagement area and no lateral loads

-(on the weak' axis of the embed). Application of these tables in the design of supports, in some cases, has- been based on partial engagement and has allowed lateral loads i

in some instances. It is possible that some pipe support i

designs released for construction have exceeded the allow-able embed loads based on partial engagement and due to the

. presence of the lateral loads. This affects approximately

5760 supports.

l At the present time no. pipe supports have been installed. Georgia Power Company's Construction and Quality Assurance Departments- have been instructed to suspend any installation activity relative to pipe supports until design adequacy,~ and modifications, if any, have been resolved.

'A' detailed review, analysis and identification of the necessary modification of the pipe supports is currently under way. This review is ?xpected to be complete and a final report issued by May 16, 1980.
