.OFF7.CE OF INSPECTION AND ENFORCEMENT BULI.ETIN 79-01B - RII:JPO 50-259, -260, -296 - BROWNS FERRY NUCLEAR PLANT Your letter to H. G. Parris dated January 17, 1980, forwarding IE Bulletin 79-01B to us for action on the Browns Ferry Nuclear Plant was received in our offices on January 21, 1980. Based on that date the

-response to items 1, 2, and 3 of the bulletin was due March 6, 1980, and the response to items 4 and 5 is due on April 21, 1980. However, because of the magnitude of effort involved in responding to the bulletin and the problems encountered as discussed below, we will not be able to. respond by the requested dates. This letter is to inform you of our need for-additional time and to inform you of the projected schedule for submittal of the response for Browns Ferry.

The response to Action items,1, 2, and 3, requested within 45 days from receipt of the bulletin, will be submitted in two parts. The first part,will be comprised of that equipment required to function under

_postulated accident conditions which it located inside primary containment.

This will be submitted by May 9, 1980. The second part will be com-prised of the required equipment which is located outside primary containment. This will be submitted by May 30, 1980. We will inform you of the projected date for submittal of the response to Action items 4 and 5 as soon as it is determined. Justification for this delay in submittal of the response is presented in the following paragraph.

Initially, there were misunderstandings of the scope and magnitude of work required in responding to the bulletin which were clarified in the regional seminars. -Also, the process.of tracking, locating, and obtaining test records which would demonstrate equipment qualification, as well as development of pisns for determining qualification, must be performed as a series of steps, all of which require time. This process

-involves the concentrated ~and ' :oordinated efforts of several different

  • ' groups and divisione of TVA. Finally, the supplemental information provided as clarification of_the bulletin was forwarded to TVA by letter dated February 29,'1980, and consequently was received too late to assist

.in preparation of the response requested within 45 days. In addition, this supplemental information increased-the scope of the bulletin over that established.in the' bulletin dated January 17, 1980.
