As a result of our continuing review of your application dated February 27,

~ 1979 relative to the renewal of Materials License No. SNM-1265, we find that we require add.itional information.

This information relates to the

bf Relative to quality assurance (QA), the staff has reviewed your QA plan and recommends revisions in two areas, "QA Records" and " Audits."

Guidance used for. determining adequacy of the QA plan is the criteria e

specified in ANSI N46.2, "QA Program Requirements for Post Reactor Nuclear Fuel Cycle Facilities," and proposed revisions to Regulatory Guide 1.33, i'

"QA Program Requirements for Operation at Nuclear Power Plants."

JThe recomnended changes include:-

For Section 17.0 "0A~ Records" fa} Paragraph 17.6.1 should be revised to specify the criteria for identifying QA records as " permanent" as opposed to "non-permanent" types.

? 2. -For' Section 18.0 " Audits" a) Paragraph 18.2.'2(c) - amplify to descr.ibe:

The compositionLof the audit team, the qualifications for the team leader,: responsibilities of tho team leader and other auditors.

. b)_ Paragraph 18.2.2(e) - This paragraph should reflect that "a response Jto the audit report will be issued within 30 days and will clearly -

' state the corrective action. to be taken to prevent recurrence' along-with a committed date for completion of the corrective action."

'the1;SNM-1265, the staff is basing its evaluation on the premise. that No. receipt of any irradiated fuel.at.the Morris Operation will have decayed for a period of not less than one year. Accordingly, we request that General ~ Electric commit:to not receiving any irradiated fuel at-the Morris Operation that has not decayed for a period of at least one year.. If General Electric cannot:make such a commitment, indicate-why not.'
