.I have received your letter of December 27, 1979 to Mr. Ahearne, Chairman 1
of the Nuclear Regulatory Commission, transmitting a resolution of Saluda Township. Under the NRC rules of practice, the Commissioners may be called upon to review decisions on construction and licensing of the Marble Hill Station.
It would not be appropriate for the Chairman or other members of the Commission to comment on the matters raised in your letter, Accoraingly, your letter has been referred to me for reply.
The resolution of Saluda Township concerns emergency preparedness for the Marble Hill Nuclear Generating Station. The applicant, Public Service Company of Indiana (PSI) is developing an emergency plan for the Marble Hill Station in coordination with the State of Indiana, Nuclear Regulatory Comissica (NRC),
Federal Emergency Management Agency (FEMA), and Jefferson County, Indiana.
These plans will be reviewed by the NRC and FEMA as part of_our review of PSI's application for an operating license for the Marble Hill facility. A copy of NRC'.s proposed rule change on radiological emergency response plans, dated December 21, 1979, was sent to you as part of our normal distribution to the Marble Hill Service List.
In response to your resolution, NRC does not have the authority to provide a
. special funding program to Saluda Township. Monitoring of radioactive releases from the Marble Hill Station will be conducted by PSI, NRC, and possibly the State of Indiana. In the event of an accident at Marble Hill, we understand
.that the emergency response for Saluda Township will be managed by the appro-priate officials from the State of Indiana and Jefferson County.
I suggest that Saluda Township discuss its concerns regarding emergency preparedness with Rita Gossman, the Civil Defense Director for Jefferson County, Indiana.
