i Gentlemen:

The U. S. Nuclear Regulatory Commission's letter of July 2, 1979, as modified by revisions issued July 27, August 15, and September 7, 1979, requested verification of the seismic analysis of the safety-related piping systems of Plant Hatch. Pursuant to timely completion of that request, Georgia Power Company conducted a surveillance of such piping and analyzed i

those nonconformances found.

In our letter of November 9, 1979, Georgia Power Company indicated that an audit of Unit 1 surveillance data had disclosed i

certain discrepancies in the information recorded.

In addition, our letter proposed a. sampling audit of the Unit i surveillance data, and reanalysis 1

where required by cases of incorrect data input.

The results of our findings l

would' indicate if additional measures were necessary.

Georgia Power Company's letter of December 14, 1979, noted that upon completion of the sampling audit, a complete resurveillance of safety-related piping was judged to be prudent in order to verify the validity of the seismic analysis of-as-built piping systems. An extension until March 1, 1980, was requested to' accomplish the complete reverification program. Despite the 12,225 man-hours expended by twelve two-man teams since the beginning of the resurveillance in early December, we have been unable to meet the projected completion date. 880 of approximately 1380 necessible points of interest have been inspected.

It_is estimated that the resurveillance will be complete by May 1, 1980, and the engineering verification finished 12 weeks following the last surveillance. Therefore,' Georgia Power Company hereby requests an extension to August'1, 1980, to complete the verification of the seismic analysis of as-built piping systems.

Inaccessible piping will be reverified during future outages with complete verification to be accomplished by the end of the next refueling outage. We -

again point out that the verification of Unit 2' design, and the analysis of the Unit I data to date would indicate that continued operation during this i

period of. verification is not unsafe and the public's health and safety are not adversely affected.
