Point Beach

Point Beach Unit 2 was shut dcwn at 2:30'am, on February 28, 1980, due to steam-generator tube leakage at la00 gallens per day. On February 29, 1980, Point. Beach Unit i reached 60 effective full power days (EFPD).of operation following issuance:of a Confirmatory Order of November 30, 1979, which requires-a steam generator tube inspection at that time. The licensee has requested an extension of the inspection by 10 EFPD's to avoid having both units shut down at the same time.

D. C.' Cook Unit 2 On February 19, 1980, the Brown Boveri Turbine at D. C. Cook Unit 2 experienced an increase in vibration of bearings number 4 during reheater and moisture operator testing._ The unit was shut down by operator i

action. -On February 25, 1980, the turbine bearing number 5 began to increase in vibration. The causes are being. investigated. -

Presidential Order Creates' Radiation Policy Council A Presidential Executive Order was issued on February 21, 1980, creating an Interagency Radiation Policy Council. NRC is invited to participate on the Council.

Its primary functions will be to coordinate the formu-

~

-lation and implementation of broad radiation protection policy. These functions are consistent with the recommendations of the Interagency Task Force on the Health-Effects'of Ionizing Radiation and former HEW Secretary Califano..

.NCRP Public Statement on Dose Limit for Neutrons The Board of Directors of the NCRP will soon release an advisory public announcement-stating, "... steps should be taken to reduce the potential exposure'of. individuals who may receive neutron doses that are a substantial

fraction of'the current maximum permissible dose." The need to revise the neutron dose limit will be one of the subjects in the joint EPA /NRC/0SHA public' hearing on proposed revision of Federal guides for occupational exposure sometime this summer.'

TMI Cleanup-The Task Force (chairediby Director, NPA) sent special report to EDO fevaluating cleanup activities at TMI.

The Federal Register dated February 25, 1980 (45 FR 12298) con-tained a General Accounting Office (GAO) notice reflecting GA0's receipt of NRC's request for clearance of reports and forms intended for use in collecting. information from the public as prescribed by proposed 10 CFR Parts 25 and 95.. Comments must be received by GA0_on or before March 17, 1980.

During the week of February 24, 1980, 19 individuals were approved for NRC employment prior to the completion'of-the required investi-gation and report under Section 145b of the Atomic Energy Act of 1954, as amended, under the auth'ority delegated to the Executive Director. for Operations by the Commission. . operating license for Sequoych, Unit.1. On February 29, 1980, a license was issued that authorized fuel loading and zero power testing.

North Anna, Unit 1 The ASLAB memorandum dated February 12, 1980 requested the licensee and the NRC staff to prepare written appraisals for the impact of the Westinghouse turbine disc cracking on the turbine missile issue. The ASLAB had tentatively scheduled anevidentiary hearing for Thursday, February 21, 1983 regarding the question of whether continued operation of North Anna, 1

Unit 1 should be permitted.

j Based on the infomation supplied by the licensee and'the NRC staff to the Board by February 19, 1950, the Board has cancelled this hearing (February 21, 1980).

Rancho Seco The Sacramento Municipal Utility District (SMUD) has requested an extension of an exemption to 10 CFR 50.46 that was granted for Rancho Seco in December of 1978.

The exemption allows the plant to operate pending modifications to the High Pressure Infection System required to resolve a finding by Sabcock & Wilcox (B&W) that the worst location for small break loss of coolant accidents was incorrectly detemined in the original design. The deadline for completion of the modifications

is the end of the refueling outage currently in progress.

The problem cited by SMUC in requesting the continuation relates to delays in procurement of valve motors and actuators. The best delivery date for the equipment is March 31, 1980, which is about *; weeks beyond the presently estimated date for return to power.

SMUD has requested an extension that would allow the plant to operate until 30 days beyond the driivery date.

T.'.e licensee stat ~es that the delays in procurement are due in part to the procurement practices required of them by California law.

The Office of Nuclear Reactor Regulation has verified with the contracting fim, the Limitorque Company, that the projected delivery date of March 31, 1980 cannot be significantly improved. The staff is requesting a detemination of the effect of a delay in restart on power reliability for use in. con'sidering the exe=ption extension.

The utility and the Erown Boveri representatives have been investicatino the cause of the vibration which may have been caused by thernal shock to shaft or shaft realignment in the bearino. The plant can run for a period of

1. 'On February 26, 1980, there were published in the Federal Register limmediately. effective amendments to 10 CFR Parts-40 and 159. These amendments were required by recent legislative changes to the Uranium Mill Tailings ~ Radiation Co' trol-Act which now mandates that n

the NRC shall not exercise direct licensing authority over uranium mill'tatlings already regulated by Agreeme.nt States.

Presidential Order Creates' Radiation' Policy Council: The long expeci.ed Presidential. Executive Order was issued on February 21, 1980 which created the Interagency Radiation Policy Council (Federal Register, February 25, 1980 45 FR 12209). The NRC is' invited to-participate on the Council (as an independent regulatory Commission, the NRC could not be included in a mandatory participation as was done with Executive Branch Agencies).

i The Policy Council is not intended to duplicate the former Federal Radiation Council, which was abolished by the formation of EPA. EPA will retain the function of preparing Federal radiation protection guidance which will be reviewed by the Council. The primary functions of the Policy Council will be to coordinate the formulation and implementation of broad radiation protection policy. These functions are consistent with the recommendations of the Interagency Task Force on. the Health Effects of Ionizing Radiation (Libassi: Task Force) and former HEW Secretary Califano.

LIn addition to the broad functions given the Council by th'e Executive Order the President directed the Council to undertake four specific tasks:

(1) review the radiation guidance function held by the Environmental Protection Agency. 'and'all other statutory authorities; (2) coordinate a

. program to reduce exposures to ionizing radiation; (3) develop a program to improve communication with the public and, especially with groups exposed to radiation; and (4) review all actions affecting worker and public health and safety submitted by the NRC.

In a related action. the President directed HEW to create an Interagency Radiation Research Committee to coordinate the planning, implementation

-and evaluation of: Federal radiation research programs. This Committee.

LWill replace.the Committee.on Federal ~ Research into the Biological Effects of. Ionizing Radiation,- (Fredrickson Committee).which was created in~ 1979 by. HEW. NRC has been invitid to participate in this new research committee

The Action Plan' Working Group composed of representatives from _ Department of

State, ACDA, DOE and HRC net on February 22,1980, to discuss a number of acti vi ti es curren tly : unde rway ' to' strengthen IAEA ~ sa fegua rds. One topic con-sidered was. the planning of a series of consultations to prepare U.S.

representatives for, participation in IAEA safeguards conferences coming up

-later this year.. The object is to assure.that U.S. agencies have a coordinated position on important safeguards issues.and how they may best be pursued.

Material Licensing' BranchL

Materials ~ Licensing staff members mat with representatives of the American Phannaceutical Association (APHA) and briefed them on NRC's concerns about radiation safety at nuclear pharmacy licensees. The APHA will transmit these concerns to their members through their monthly newsletter. The APHA was also interested in our current criteria for training and experience for authorized. users of nuclear pharmacy licensees.

Westingh'ouse Proposed Fuel Fabrication Plant. Prattville.' Alabana A neeting will be held in Prattville, Alabama, on March 27, 1980, to identify the important issues which need to be considered -in the Environmental Impact

~ Statement:that will be prepared relative to Westinghouse Electric Corporation's l proposed-fuel. fabrication plant near Prattville. This meeting will provide for

a briefing of interested parties concerning the proposed action and alternatives and opportunity for comment on the scope of the proposed statement.

Oyster Creek Nuclear Generating -Station On February 22, 1980,.the Licensing Board issued an Order dismissing

'this~ proceeding which involved the conversion of a provisional operating

. license to a full term license.

Amendment to Materials-License to permit the transportation of the spent fuel from the Oconee Nuclear Station to the McGuire Nuclear Station In an Order dated February 29, 1980, the Commission denied the NRC staff petition for Commission review and a protective order covering information specifically identifying and describing alternative routes for the transport of spent fuel between the two stations.. In its Order the Commission.noted that=the question of whether and to what extent. routes for shipping spent fuel should in general be made' public is a matter of some importance' and, perhaps appropriate for Commission review. However, in this case there was-no adequate showing that it was important to protect the infornation.

' 0FFICE OF INTERNATIONAL PRGGRAMS WEEK ENDING FEBRUARY 29. 1955' INTERNATIONAL COOPERATION Primary System Pipe Crack at-Spanish Reactor-Spanish nuclear' authorities have informed NRC that a th' rough-wall crack was discovered in the recirculation' riser of.the Santa Maria de Garona reactor.

The crack is reported to have-initiated in~a weld that is-not included in

.the. inservice _ inspection. program. Garona is a 440 MWe BWR designed by GE.

. It has been in service since 1971.

Technical Notification' Cables' A cable giving information on the February 26 Crystal River reactor incident was sent on Tuesday _to 27 U.S. Embassies, Consulates, or Missions, wher'e the information_ was further sent to 29 representatives of foreign regulatory agencies or multinational organizations. On Wednesday a cable with updated and correct d information was sent to to the technical notification addressees

- through U.S. Embassies.

The review of the Nevada radiation control program will be conducted March 4-7,:1980.

The Assistant Director-for State Agreements and representatives of HMSS will meet with New lioxico officials on thrch 3 & 4, 1980 to discu'ss our continuing technical assistance efforts for uranium mill.

FY 1981 Buoget Hearings were held by;the Bevill, Johnston and Hart Seucommittees. Answers to 115 questionsLfrom the Bevill Subcommittee received shortly in advance of the

- February 26 hearing were provided-to Subcommittee staff on February 29.- An additional.114 questions were received from the Bevill Subcommittee. Answers to these questions, Llang with the marked up transcript, are due back to the Subcommittee staff on Monday, March 3.

Eighteen questions have been received

. to date from the Johnston Subcommittee. Answers, along with the marked up 1 transcript, are cue back to the Subconnittee staff by March 7,1980.

~ Known remaining budget hearings are: March 7. Udall Subcommittee; March 24 and 25 Hart Subcommittee; and April 16, Bevill Subcommittee.

The OMB allowance letter was received on February 27 and transmitted to the staff for appropriate action. Action is to be completed by the Offices of NRR, RES and EE0 by March 13 and IE by May 28.
