raised in Mr. Keel's October 15, 1979 A technical assistance contract has been let with Brookhaven Mattonal Laboratory (BE) by the Offica of Maclear Reactor Regulation. The objective of this effort is "to survey and perfom an evaluation of off-the-shelf-meteorological instrumen-tation and data acquisition systems to supplement the onsite meteorological pr>gra:r and the locally ava'lable systems during a nuclear power plant incident." Cor sid-eration is being giv2n to enluate both fixed and mobile low-level sounding instruments ut1111 tog both direct and runota sensors. Data acquisittor, systems capable of remote interrogation will be identified. Additionally, instrumentation that is capable of being deployed and operational in a minimal time period following an incident and is capable of producing timely, accurate, and useful infomation for emergency planning and evacuation dectstons will be scrutint:ed quite closely.

Mr. Kes1 has been infomed about this study and it is our understanding that he has i

contacted BKL directly on this mettar. Se assured that his "ktte anemometer" will be considered in this evaluation. The projected completion date for this study is March 1.1980.

We agree with Mr. Keel's concern for obtaining suff tetent "stcremeteorological data at power plants." As indicated in ety eariter lettar to you, we are currently preparing a revised version of our guidelines on the types and quantities of meteor-clogical infomation to be required at nuc16ar facility sites. Mr. Keel was infomed of this effort in a letter from Mr. Robert B. Minogue. Director. Office of Standards Develo;nent. dated June 7.1979. We further agree with Mr. Keel that "all possible and reasonable efforts be made to collect pertinent data [in the event of a nuclear incident)." This is why we are conducting the aforementioned evaluations.

One liattation to the *kito aner.xaneter* needs to be addressed. Mr. Keel identif1es the main drawback to his system; 1.e.. winds lower than 8 eph cannot be measured.

Enclosed are two tables on the joint wind frequency distributton taken frem th; envirorsnental report for the proposed Susquehanna. Pennsylvanta, nurlear power plant. For the 4-p r period (1973-1976) of bourly recorded wind speeds and

directions. 80 percent of the time at the 30-ft level and 45 percent of the time at the 300-ft level. the windspeed was less than that nWwi to lift Mr. Keel's kite.

Wheroes this is on1" one data set. it does indicate the rather laroe cercentage of the time that the "htte ananometer" would be inowrable.
