Gentlemen:

Millstone Nuclear Power Station, Unit Nos.1 and 2 Site Emergency Plan In Reference (1), Northeast Nuclear Energy Company (NNT.CO) was requested tc prepare and submit an upgraded emergency plan 'for the Millstone Nuclear Power Station by January 1, 1980. This document has bee n prepared in accordance with the format of Regulatory Guide 1.101.

In accordance with the Reference (1) request, NNECO hereby submits the encicsed upgraded Site Emergency Plan.

The Plan is also a revision to Appendix 6 of the Millstone Unit No.1 Final Safety Analysis Report (FSAR),

and Appendix 12A of the Millstone Unit No. 2 Final Safety Analysis Report (FSAR). This amendment consists of Revision 6 of the Millstone Site Emerl ency Plan which has been updated to comply with the intent of Regulatory Guide 1.101, and the State of Connecticut Emergency,0perations Plant, Annex V.

The revision 8001030h 1675 309 also reflects the guidance provided in NUREG-0610.

Revision 6 and the associated procedures are in full compliance with 10CFR50, Appendix E, and have been re-viewed and have not been found to constitute an unreviewed safety question.

This revised Emergency Plan will be implemented by January 1,1980.
