Dear Mr. Seidle:

The following is our response to the item of noncompliance identified in IE Inspection Report Nos. 50-498/80-07 and 50-499/80-07, dated April 30, 1980.

Failure to Follow Procedure for Storage of Material Corrective Action Nonconformance Report No. S-M3645 was generated to provide disposition for repairs to penetration M-39 in Unit 2 Reactor Containment Building (RCB-2).

Further surveillance of RCB-2 revealed other penetrations /

sleeves without proper end cover protection. Corrective Action Request No. S-285 was issued to Brown S Root Construction for violation of A040KPGCP-35, Revision 3, paragraph 3.6(6).

Recurrence Control Procedure A040KPMECP-4 will be revised to delineate specific surveil-lance requirements for mechanical penetrations / sleeves which require protection of machined end preps.

The anticipated date for release of this revision is July 15, 1980.
