ITT Hydramotor Actuator Deficiencies NRC IE Bulletin 80-09 identifies deficiencies involving ITT Cencral Controls Models AH-90 and N3-90 Hydramotor Actuators that find the ac,tual force output of these actuators to be below their design ratings.This was because the design ratings for these actuators did not take into account frictional and hydraulic resistance losses, and spring defects.
IE Bulletin 80-09 calls for nuclear units under construction to deter-mine whether these particular model actuators are to be used with any safety related system or component. Where such applientions are found, the actuator size selection is to be reevaluated to determine if the proper reduced rating is suitable.
Equipment qualification Preoperational test programs,jas necessary, are to be modified to demonstrate the functional adequacy of these actuators.
44 BH-90 ITT Hydramotor Actuato'rs have been installed at Fermi 2.
All of these actuators have been installed to drive dampers on the RHR Complex ventilation system.
Table 1 identifics these dampers.

W. F. Colbert EF2 - 49162 Sargent & Lundy has reviewed the size selection of these actuators with Powers Regulator Company.
They have found in all applications, that there -is sufficient margin in the size selection for the actua-tors at their actual reduced capacity to meet the operating force requirements of each damper. Therefore, this review has found no need to replace any of the existing actuators.
(See Reference 3).
Present startup preoperational test procedures PRET X4103.001,.002 and.003 calls for functional testing of each of these dampers.
These tests are designed to detect any deficiencies in the operation of these dampers under actual operating conditions.
Prior to this, these dampers will be stroked during " checkout and initial operation testing" which can detect obvious deficiencies prior to actual system operation. Also, prior to preoperational testing, ventilation flow bal'ancing will be performed which also requires the operation of these dampers, under operating conditions.
The present preoperational testing program is sufficient to demon-strate the functional adequacy of these Hydra =otor Actuators without requiring any modification to the test program.
However, by copy of this memo, the responsible startup test engineer will be informed of the concern with these type actuators and is requested to give added attention to these dampers listed in Table 1 during the pre-operational testing of the RHR Complex Ventilation System.

ITTi'ght of the def.tclencies noted in the IE Bulletin 80-09, the torque available for damper operation still exceeds the 1.5 factor required per ERDA-76-21, Section 5.3.4.
Actually, the lowest safety factor is 2.1 for the Fermi RHR actuators.
The above data is based on review of the design data available at MCC Powers.
Due to circumstances existing at the time, Powers incorporated a significantly increased safety factor; so the actuator order could be placed.
Also MCC Powers hasl requested detailed technical information from ITT - General Controls regarding this problem.
To date, we've not received any response.
In summary, in reviewin'g the deficiencies stated, the only effect is a reduction of what still is an excessive safety factor.
