Dear M ! oleman:

This is in response to your letter dated May 12, 1980, regarding the request for technical assistance on the Exxon Corporation L-BAR in-situ leach pilot project.

Due to a heavy load of licensing casework, we cannot provide the significant staff effort that would be required to do a meaningful review of the project at this time. Some aspects of in-situ licensing cases are extremely complex (geo-hydrology, for example) and therefore the associated review efforts are quite large.

Enclosed for your assistance is a copy of the Teton Exploration In-situ R&D license and supporting environmental assessment which has many similarities to that of the L-BAR proposal.

In addition, the Uranium Recovery Licensing Branch has informed us that during a recent visit to your offices, no indication of this project was brought to their attention. Hence, they were unable to establish any requirements for technical assistance.

Any further inquiries that you may have related to the Teton Assessment may be referred to Mr. Ron Kaufman of the Uranium Recovery Licensing Branch, NMSS.

Sincerely, 6

G. Wayn Kerr, Assistant Director for State Agreements Program Office of State Programs
