Dear Mr. Freedman:
Thank you for your letter of May 7,1980 on behalf of the Citizens for NRC in Silver Spring.
The Comission is encouraged by the recent progress made in Congress toward approval of a new building for consolidation of NRC headquarters staff in a single location.
The recent action of the Senate Environment and Public Works Comittee puts both House and Senate committees on record in support of a new building fcr NRC.
However, important differences remain between the proposal approved by the Senate Comittee and that approved by the House Comittee on Public Works and Transportation two years ago.
One important difference between the two proposals is over the exact location for the new building.
While the Senate comittee has endorsed Silver Spring as the site for NRC's permanent headquarters, the proposal previously approved by the House committee does not specify a site.
Until such time as final action is taken by the Congress, it would be premature for NRC representa-tives to discuss transition plans for any particular location.
Mr. Daniel Donoghue, Director of the Office of Administratior, will be the principal NRC offic.ial overseeing the planning of a new building and activities related to consolidation.
I have advised him of the willingness of your group to assist NRC in planning and other '.ransition activities and asked that he be your contact point with the Commission should the decision be made to relocate the NRC in Silver Spring.
