_.Jhe_Anaimis Branch has completed review of the Ft. St. Vrain accident
! reanalyses in support of full power operation for the plant.. We have c66cTuded that the reanalyses results are acceptable to justify full power operation provided that:
(1) ~ a'large unce.rtainty in RECA3 transient response pmdictions of mgion outlet temperature is resolved or accounted for via operating restrictions..and (2) technical specifhcations governing acceptable. power-to-flow ratios are avised consistent with the safety analyses, The Safety Evaluation Report is enclosed. This report does not address core fluctuations which remain Ghder review.
