1.0 INTRODUCTION
73.55(b)(4) of 10 CFR 73 requires each licensee to submit a training and qualification plan. These plans are to detail the processes by which quards, watchmen, armed response persons and other members of the security organization will be selected, trained, equipped, tested and qualified. l l The principal requirements for training and qualifying members 'of the licensee's security organization are found in Appendix B of 10 CFR 73. In addition to Appendix B, two NUREG documents, NUREG-0576 and NUREG-0219, t provide guidance to licensees in formulation of Guard Training and Qualification Plans. This document has been developed to discuss the administrative criteria established by Appendix B as further detailed in NUREG Doreent 0576 and to identify those crucial guard functions from NUREG Document 0219 con-sidered to be basic requirements for all Guard Training and Qualification Plans. In addition, site specific considerations will necessitate licensees to identify additional guard functions in their plans. All guard training plans will be reviewed using this document as a basic guide in conjunction with corresponding physical protection and contingency plans. Basic crucial tasks as identified in the plans will serve as the foundation for a uniform review of all plans and form the basis for use by the Office of Inspection and Enforcement in developing inspection standards. Chapter Two addresses administrative criteria (employment suitability,. physical qualification, etc.,) and the weapons requirements in accordance l with Appendix B.
2 Chapter Three deals with the operational tasks which are considered crucial and which should be addressed in all training and qualification plans. a f i i.
. 2.0 ADMIfilSTRATIVE CRITERIA ] This chapter specifies the acceptance criteria for administrative aspects of guard training plans and for meeting the weapons requirements of 10 CFR 73.55, paragraph (b)(4) and Appendix B of 10 CFR 73. The paragraphs in Appendix B -of 10 CFR 73 will be addressed in the order they appear in Appendix B with the exception of Chapter Two (Training and Qualification) which is discussed in Chapter Three. 4 2.1 73.55(b)(4) Implementation Schedule i Acceptance Criterion (b)(4) - 1: The licensee-must provide an implementation schedule showing how all individuals assigned security duties will be qualified within 2 years of Training and Qualification Plan approval. The schedule must indicate the number of days following plan approval at which qualification of personnel -will begin and the number of days following plan approval at which all personnel will be qualif'ed. 4 { 2.2 Suitability (App. B, I.A) Acceptance Criterion I. A-1: The licensee must commit that, prior to employment or assignment to security duties, an individual shall meet the following suitability l criteria: a. Educational Development - possess a high school diploma or pass f a state or nationally recognized equivalent performance examination. E l
. Personnel who have performed security job. duties (documented) prior to the date of plan roproval need not meet the education development requirement for those duties. b. Felony Convictions - have no felony convictions involving the.use of a weapon and no felony convictions that reflect on the indi-i vidual's reliability. Acceptance Criterion I. A-2: 1 The licensee must commit that prior to employment or assignment to j security duties in an armed capacity, an individual must be the age specified in 10 CFR 73, Appendix B. Acceptance Criterion I.A-3_: The licensee must describe the elements used to determine and verify: (a) that an individual has had no felony conviction involving the use of a weapon or that reflects on his or her j. rel iabili ty. (b) that an individual assigned to an armed position is the age i specified in 10 CFR 73, Appendix B. 2.3 physical and Mental Qualification (App. 8, I.8) i 2.3.1 Physical Qualifications (App. B, I.B.1) l l 2.3.1.1 General Physical Qualifications (App. 8, I.B.I.a)
Acceptance Criterion I.B.1.a-1: The licensee shall describe how he will assure that security personnel have no physical weakness or abnormalities which would adversely affect I performance of assigned security duties. A commitment to observe personnel for physical weaknesses as part of the continued observation program (App. B, I.B.2.c) will meet this requirement. l 2.3.1.2 Physical Examination (App. B, I.B.1.b) Acceptance Criterion I.B.1.b-1: The licensee must comit that all armed security personnel and alarm sta_ tion operators shall successfully pass a physical examination admin-istered by a licensed physician. The licensee must also prescribe that following the examination the physician must provide the results of the examination in sufficient detail to permit a judgment that no condition l was detected that would render the individual incapable of performing i his/her assigned crucial security tasks. The physical examination can i l be administered by a licensed health professional trained to administer i i physical examinations pro /ided the final attestment is made by a licensed j physician. I l Acceptance Criterion I.B.1.b-2: l The licensee must prescribe that all armed security personnel shall meet l the following visual requirements: (a) For each individual, distance visual acuity in each eye shall be correctable to 20/30 (Snellen or equivalent) in the better eye and 20/40.in the other eye with eyeglasses or contact lenses. L
. i If uncorrected distance vision is not at least 20/40 in the batter eye, the individual shall carry an extra pair of corrective lenses on his person. Near visual acuity, corrected or uncorrected, shall be at least 20/40 in the better eye. Field of vision must be at least 700 horizontal meridian in each eye. The ability to distin-guish red, green and yellow colors is required. Loss of vision in one eye is disqualifying. Glaucoma shall be disqualifying, unless controlled by acceptable m' dical or surgical means, provided such e medications as may be used for controlling glaucoma do not cause undesirable side effects which adversely affect the individual's ability to perform assigned security duties, and provided the visual acuity and field of vision requirements stated above are met. This determination shall be based on recommendations made by the examining physician. (b) Where corrective eyeglasses are required, they shall be of the ? safety plass type. Plastic lenses will be considered acceptable. e Acceptance Criterion I.B.1.b-3: s The licensee must prescribe that all armed security personnel shall meet the following hearing requirements: (a) Individuals shall have no hearing loss in the better ear greater than 30 decibels average at 500 Hz,1000 Hz, and 2000 Hz, with no level greater than 40 decibels at any one frequency (by ISO 1964 or ANSI 1969 audiometry). (b) A hearing aid is acceptable provided suitable testing procedures t ~
demonstrate auditory acuity equivalent to the above stated requirement. Acceptance Criterion I.B.1.b-4: The licensee must nr,: ribe that all armed security personnel shall have no established medical history or medical diagnosis of epilepsy or diabetes, or, where such a condition exists, the individual shall provide medical evidence that the condition can be controlled with proper medication so l that the individual will not lapse into a coma or unconscious state while ( performing assigned security. l Acceptance Criterion I.B.1.b-5: The licensee must prescribe that all armed security personnel shall have no established medical history or medical diagnosis of habitual alcoholism or drug addiction, or, where such a condition has existed, the individual shall provide certified documentation of having completed a medically recognized rehabilitation program which would give a reasonable degree of confidence l that the individual would be capable of performing assigned security du'ies. Acceptance Criterion I.B.I.b-6: j The licensee must prescribe that the ability of armed security personnel to perform.their assigned crucial security tasks while wearing corrective lenses, hearing aids or while afflicted wi^h mild color vision defects will be demonstrated prior to assignment. The requirement can be met by the i t ( crucial task demonstrations required in the qualification section (II.8). l l

Acceptance Criterion I.B.1.b-7: The licensee must prescribe that any armed security personnel who have been incapacitated by a serious condition to the extent they cannot perform their security duties will be required to provide, prior to resumption of security duties, medical evidence of recovery, and demonstrate the ability to perform crucial security tasks. 2.3.2 Mental Qualification (App. B, I.B.2) 2.3.2.1 General Mental Qualifications (App. B, I.B.2.a) Acceptance Criterion I.B.2.a-1: The licensee must identify for each security assignment the job tasks, standards and as appropriate. conditions that represent the spoken, reading and writing skills required by the assignment (if any). The licensee may reference tasks, standards and conditions contained in the qualification section of the plan. The plan must commit that before being assigned an individual will demonstrate the communication tasks identified to the standards and under the conditions-contained in the plan. Successful performance demonstration of the tasks identified in the quali-fication section of the plan requires individuals to possess the following mental qualities identified in paragraph I.B.2.a of 10 CFR 73 Appendix B: i o mental alertness o capability to exercise judgment, implement instructions and assimilate assigned security tasks.
_9 2.3.2.2 Professional Mental Examination (App. B, I.B.2.b) Acceptance Criterion I.B.2.b-1: The licensee must prescribe that a person professionally trained to identify emotional instability will have determined and attested that the alarm station operators and armed members of the security organization have no emotional instability condition that would interfere with the performance of the crucial tasks associated with the individual's assigned duties. ...e use of tests is acceptable provided the final determination is made by a person professionally trained to identify emotional instability. Type of test administered should be identified, e.g., Minnesota Multiphasic 1 Personality Inventory, California Psychological Inventory, etc. 2.3.2.3 Continued Observation (App. B, I.B.2.c) 4 Acceptance Criterion I.B.2.c-1: The licensee must prescribe that the security supervisors, as part of their normal duties, observe their security personnel to detect any indication of emotional instability. Acceptance Criterion I.B.2.c-2: The licensee must commit that indications of emotional instability observed by a security supervisor shall be referred to a licensed person trained to identify emotional instability for evaluation. The plan must commit ) that the individual will not be allowed to return to his or her security l duties unless the examiner attests that the examination detected no condi-tion that would interfere with the performance of the examinee's assigned crucial security tasks. Physical Fitness Qualification (App. B, I.C) 2.4 Acceptance Criterion I.C-1: The licensee must identify a physical exercise program to be performed by all guards and armed response personnel within a specific time period. This program shall consider strenuous activity, physical exertion, levels of stress and exposure to the elements as they relate to assigned security functions. This physical fitness program shall be documented and attested by a licensee security supervisor. 2.5 Contract Security Personnel (App. 8, I.D) Acceptance Criterion I.D-1: The licensee must commit that all contract security personnel shall meet the suitability, physical and mental commitments contained in the plan submitted by the licensee. The responsibility for verifying the adequacy of contractor programs to meet these requirements rests with the licensee. The licansee shall comnit to naintaining records for all contract ouard force personnel to the same extent that records must be maintained for a proprietary guard force. 2.6 Physical Requalification (App. B, I.E) Acceptance Criterion I.E-1: The licensee must commit that alarm-station operators and armed security personnel will be requ. 2d at least every 12 months to pass a physical examination in accordance with Acceptance Criterion I.B.1.b-1. The licensee must commit that armed security personnel will, at least every 12 months, be required to meet vision and hearina requirements in accordance with Acceptance Criterion I.B.1.b-2 and I.B.1.b-3 and to demonstrate their physical fitness in accordance with Acceptance Criterion I.C-2. 2.7 Documentation (App. B, I.F) Acceptance Criterion I.F-1: The licensee must commit that results of suitability determinations including educational and past employment verification and physical and mental quali-fication procedures will be documented at the site. The documents completed during initial and requalification examinations or demonstrations must be retained for at least a two year period. 2.8 Training and Qualification Plan (App. B, II) 2.8.1 Training Requirements (App. B, II.A) Acceptance Criterion II.A-1: The licensee must outline the training program to be used to train all personnel to perform assigned security related tasks or duties. Acceptance Criterion II. A-2: The licensee must describe the means of maintaining personnel and force effectiveness for contingency response tasks that are not performed during day-to-day operations (e.g., responding to an attack) and provisions for upgrading qualifications of security personnel in areas where deficiencies have been observed. 2.9 Weapons Qualification and Requalification Program (App. B, IV) Acceptance Criterion IV-1: The licensee must confirm that all individuals assigned to positions which require armed personnel will receive night familiarization on the weapons used on duty.
.~ , 2.9.1 Handgun (App. B, IV.A) Acceptance Criterion IV.A-1: The licensee must confirm that armed personnel shall qualify with a revolver or semiautomatic pistol firing the National Police Course, or an equivalent nationally recognized course. Qualifying score shall be an accumulated total of 70 percent of the maximum obtainable score. The PPC is considered an equivalent nationally recognized course. To be equivalent a course must include double action timed combat firing using the following positions: (a) crouch (close quarter firing) (b) standing no support (c) prone (d) barricade (strong / weak hand) (e) kneeling and firing at ranges up to 25 yards. 2.9.2 Semiautomatic Rifle (App. B, IV.8) i Acceptance Criterion IV.B-1: The licensee must comit that armed security personnel, assigned to use the semiautomatic rifle by the licensee, shall qualify with semiautomatic rifle by firing the 100-yard course of fire specified in Section 17.5(1) of the National Rifle Association, High Power Rifle Rules book (effec.ve March 15, 1976,, or a nationally recognized equivalent course of fire. Qualifying score shall be an accumulated total of 80 percent of the maximum obtainable l score.

To qualify, the individual shall be required i to place 50 percent of all pellets within the black silhouette. k -2.5 4 Requalifications (App. B, IV.0) Acceptance Criterbn IV.D-1: The licensee must commit that all armed security personnel shall be l
_ requalified on the weapon with which armed at least every 12 months in accordance with the NRC approved licensee Training and Qualifications Plan, and in accordance with Acceptance Criteria IV.A-1, IV.B-1, and IV.C-1. 2.10 Guard, Armed Response Personnel, and Armed Escort Equipment'(App. B, V) Acceptance Criterion The licensee must commit to the equipment requirements of' Appendix B, V (A). Contrary to NUREG-0576, this commitment must be addressed in the Training and Qualification Plan. ( 3.0 IDENTIFICATION OF CRUCIAL TASKS This Chapter identifies basic security force functions which are considered crucial in the performance of security duties. They have been assembled in major functional areas and are described in a performance oriented manner. NUREG Documents 0576 and 0219 discussed in considerable detail the identi-fication of tasks as components of guard performance standards. Licensees should utilize these documents as reference materials in developing lesson plans for use in formal classroom training and in the development of testing materials. Licensee plans are to commit to the establishment of these training and testing programs which c e designed to meet the performance objective / criterion for each guard fundtion discussed in this Chapter as well as for other tasks identified by licensees due to site specific considerations. Licensee plans should specifically identify testing standards to be used, e.g., method of test validation and identification of minimum passing scores. Plans should further commit to retention of completed tests for a minimum of 2 years. To a large extent, satisfactory guard performance is an extension -f super-visory responsibility. Licensee plans should identify an individual at supervisory level by position who is authorized to certify that written l l tests have been successfully passed and that individual guards have demon-strated to the supervisor's satisfaction that he can perform in accordance I with the acceptance criteria spelled out in this Chapter. This written i i certification is to be a permanent record for the period of at least two L years. Licensee guard training plans should commit to a procedure that j

17-3.1.4 Operate Card-Key System Performance-Objective / Criterion l CAS/SAS operator shall monitor the card key system to detect unauthorized ( entry attempts; test the syste:n to ensure operability; annotate access logs; evaluate system output data; recognize. system malfunction in accordance with manufacturer criteria;- and, direct actions to provide interim compensatory measures if system is inoperable. 3.1.5 Assess Alarm l Performance Objective / Criterion CAS/SAS operator shall direct response force in accordance with 3.1.2 to specific alarm zones; evaluate response force data to determine if intrusion occurred; use CCTV, when provided, as a secondary method to identify possible intruder and obtain data relative to the adversary within the protected area. 3.2 Access Control Officer 3.2.1 Verify Visitor / Employee Identification and Access Authoriza. tion Performance Objective / Criterion l Access control officer shall establish identity of employees and visitors in accordance with site procedures and determine the authorized access level to specific areas for visitors. 3.2.2 Annotate Access Logs l , -, + e,.,..., - - ,.m e n-g-.. m,,,,- ,,e,.,y,.m-- e- ,,e-

. ) 3.3.1 Recognize Unauthorized Materials Performance Objective / Criterion Search Officers must be able to recognize materials, found during searches l of personnel, packages and/or vehicles, which are identified in 10 CFR 73.55(d)(3) and (4) as being prohibited in protected areas. 3.3.2 Conduct Hands On Search of Personnel Performance Objective / Criterion l Search Officers shall search personnel for unauthorized materials set forth in 10 CFR 73.55(d)(3) and (4) in accordance with site procedures and shall 1 take action according to these procedures upon finding any unauthorized i material. i l l 3.3.3 Conduct Hand Held or Control Walk Through Metal Detector Search Performance Objective / Criterion i Search Officers shall be able to calibrate, test and use hand held detectors and l control persons undergoing walk through detectors to locate weapons in accordance with Federal Aviation Administration (FAA) standards set forth in Regulatory Guide 5.7; and take action according to site procedures l j upon finding any indication of detection of metal including a weapon. l 3.3.4 Conduct Hand Held or Control Walk Thru Explosive Detector Search Performance Objective / Criterion Search Officers shall be able to calibrate, test and use the hand-held walk thru l l l f explosive detector in accordance with site procedures to. locate explosive devices or material and to take action according to these procedures upon indications of detecting explosives. 3.3.5 Conduct Physical Package Search Performance Objective / Criterion Search Officer shall search packages being taken into the protected area in accordance with 10 CFR 73.55(d)(3) and (4) and site procedures. 3.3.6 Conduct X-Ray Package Search Performance Objective / Criterion Search Officer shall calibrate, test and use the X-ray device in accordance with site procedures,to detect any unauthori7.ed material and to react / according to these procedures upon finding such material. 3.3.7 Conduct Vehicle Search Performance Objective / Criterion Search Officer shall search vehicles, including cab, engine compartment, undercarriage, and cargo area, in accordance with 10 CFR 73.55(d)(4) for unauthorized persons and materials, and take action according to these procedures upon finding such persons or materials. 3.4 Escort Officer 3.4.1 Conduct Personnel Escort Performance Objective / Criterion Escort Officers must maintain continual and effective observation and control
l l over any visitor; permit access only to authorized areas; insure that l unauthorized activities are detected, and, notify the CAS/SAS of any unauthorized activity on the part of the visitor. 3.4.2 Conduct Vehicle $scort l Performance Objective / Criterion Escort Officers must, in acc ,ince with site procedures involving vehicle j access and routes, mair,tain cu. cinual and effective observation and control over both driver and vehicle; lock and secure vehicle if left unattended in 1 protected area; and, insure that unauthorized materials are not loaded and/or unloaded. 3.5 Patrol Officer l 3.5.1 Conduct Patrol of Vital / Protected Areas Performance Objective / Criterion Patrol Officer must demonstrate thorough familiarity of site layout; conduct patrol of vital / protected areas to detect unauthorized or sus-picious activities; observe, inspect or test security system (s) for deficiencies;' respond to and investigate intrusion alarm annunciations by the CAS/SAS; inspect all barriers and security doors for indications of tampering;. observe employees and/or visitors for any possible suspicious behavior; and, communicate with CAS/SAS and/or other members of the security l force, using site issued equipment, to report findings or initiate further response. l 3.6 Response Officer
3.6.1 Respond to and Assess Alarnis Performance Objective / Criterion Licensee response personnel must demonstrate a thorough knowledge of site layout; respond to and assess alarm annunciations as directed by the CAS/SAS in accordance with site procedures; investigate unauthorized persons found within protected / vital areas; secure any barrier or security door found unlocked or breached; communicate with CAS/SAS and/or other members of the security force any findings and/or requests for assistance. 3.6.2 Conduct Searches of Protected and Vital Areas Performance Objective / Criterion Response personnel must demonstrate thorough knowledge of site layout; conduct searches of protected / vital areas for unauthorized persons vehicles or materials in accordance with site procedures; secure and isolate specific areas when directed; inspect vital equipment and components for indications of tampering and/or sabotage. 3.6.3 Apprehend and Detain Unauthorized Individuals Performance Objective / Criterion Response personnel shall maintain surveillance of suspect until support personnel (either onsite or LLEA) arrive unless threat to vital areas or industrial sabotage is imminent. As appropriate detain suspect, using training received in uses of deadly fo'ce and legal basis for detention; conduct r search of suspect using appropriate method (i.e., hands-on, prone); cuff suspect if necessary.
. 1 3.7 Perform Contingency Assignments 3.7.1 Respond to Safeguards Contingency Events as Delineated in Approved Site Plan ( and Procedures Performance Objective / Criterion Security personnel and others assigned to perform safeguards contingency response duties, as identified in site safeguards contingency plan, shall l l demonstrate thorough knowledge of site layout in responding to any event as i l directed by the CAS/SAS or required by site procedures. Responding personnel shall also communicate with CAS/SAS and other members of security force; participate in searches of protected and vital areas; and conduct evacuation of assigned area in accordance with site procedures. 3.8 Other Safeguards Duties Performance Objective / Criterion Any duty to which a member of the security force is assigned such as traffic control, firearms training, etc., shall be in accordance with site procedures which should be described in specific and measurable terms, l 3.9 Contract Personnel Perfonnance Objective / Criterion The licensee must commit that all contract security personnel will meet the same qualification requirements as do the licensee's employees with I respect to their security assignments. A member of licensee management must document and attest that each contractor guard / watchman has demonstrated that he can perfonn his assigned duties in accordance with the criteria of this chapter. The licensee shall commit to maintaining records for all con-tract guard force personnel to the same extent that records must be maintained for a proprietary guard force. 3.10 Requalification Performance Objcctive/ Criterion The licensee must commit that security personnel will be requalified at least every 12 months to perform their assigned crucial security tasks and duties in accordance with the NRC approved licensee Training and Qualifi-cation Plan and Acceptance Criterion II.B.3. Requalification must be within 12 months of its last demonstration as documented in the task qualification record. The licensee must also commit that the results of the requalification must be documented and attested by a licensee security supervisor in accordance with Acceptance Criteria II.B-4, II.B-5 and II.B-6.
