Dear Mr. Crow:
My letters to you dated January 25, 1980 and February 28,'1980 were in support of a request to amend the license to permit the Lynchburg Research Center to insert fuel rods and section thereof into irradiated commercial fuel assemblies.
This submittal is made to clarify the outstanding question regarding the condi-tions under which fuel rod segments may'be placed in the fuel assembly.
