SUBJECT:
B&W ALLEGATION CONCERNING POSSIBLE CONFLICT OF INTEREST
.$..Cl3_e~chve~d a telephone call today fio~m MEGe'orge Geissler of B&W in_which' he expressed concern on behalf of B&W and the B&W Owners' Group regarding the use of SAI as a reviewer on BAW-1564 (ICS Reliability Analysis).
Mr. Geissler stated that two of the individuals involved in the review of BAW-1564 were ex-B&W enployees (J. Finnland and A. McBride).
One of these employees just terminated his employment last July and may have even been involved in some portion of the preparation of the document.
I spoke with R. Satterfield regardi ng this matter. He stated that he was aware that SAI reviewers were ex-B&W employees; however, he did not realize that one of the reviewers may have been involved in preparing the report for B&W. He said he would look into the matter.
Since SAI is also doing work for F. Rowsome on the sensitivity studies of the B&W reactor design, I informed him of this situation also.
I' also spoke with S. Lesis regarding this matter. He stated that as long as we felt we were getting an objective review from SAI there were no legal problems with possible conflict of interest. The only problem would be if an individual was essentially revieweing his own work. Since R. Satterfi eld is checking into that matter, I don't feel we need to take any further action regarding this concern.
