Dear Mr. Dircks:

This letter provides a statement which may be used by NRC Review Teams during public meetings while making site visi ts to assess emergency preparedness measures at nuclear power plants.

On L%cember 7,1979, the President directed the Federal Emergency Management Agency (FEMA) to take the le64 in offsite emergency planning and to revien and assess State and local emergency plans for adequacy.

The criteria for offsite emergency plans were jointly prepared by NRC and FEMA, with particular emphasis on the relationships between offsite and onsite plans.

The FEMA Regional Offices are working actively with the States and local political subdivisions to produce emergency preparedness plans and capability as soon as possible.

When the FEMA Regional Director is satisfied that the State and local plans are reaoy for review against the criteria by the FEMA National Headquarters, FEMA will conduct a public meeting in the vicinity of the power plant, and will invite the State, local government officials, and representatives from the utility to participate. This meeting will include a general description of the concepts and proposed emergency actions contained in the plans and public comment and recomendations will be solicited. These comments and recomendations will be considered during tho final review of the plans by FEMA Headquarters in Washington, D.C.

Sincerely yours, FrankA.yamm Associate Director for Plans and Preparedness l

Mr. John F. Ahearne Chairman Nucler.I Regulatory Commission 1717 H Street NW Washington, D. C.

Dear Mr. Ahearne:

The NRC held a meet.ing at Peach Bottom Nuclear Power Plant last Thursday to discuss evacuation plans for the adjacent area.

I learned j

of this meeting from a constituent of mine who learned of it via a Pennsylvania contact of hers.

I cannot object more strenuously to the method by which this meeting was arranged.

As a member of the State Legislature representing Harford County and as Chairman of the Joint Energy Committee, I hava commrnicated many times with the NRC regarding the vital importance of maintaining open lines of communication with our citizens in the aftermath of i

Three Mile Island.

Despite the fact that I sponsored recently enacted legislation requiring County evacuation plans, and despite the NRC's knowing of my deep involvement with the present nuclear situation, I was not notified of this meeting only three (3) miles from Harford County's border.

Additionally, no other local officials were notified, nor were press releases of the meeting received by any local media -

)

either radio or newspaper.

This failure of communication has once again served to heighten the concerns of our citizens and officials regarding nuclear power.

Your organization has once again undermined what little confidence our citizens have in your regulatory ability.

Mr. Jchn F. AhOcrno April 30, 1980 Page Two The proposed evacuation requirements are of very serious concern to the citizens of Harford and Cecil Counties.

Due to the lack of notification and the inability of many people to participate in this process, I would request that an additional meeting be held, with due public notice.

Your assistance in aiding our citizens in this matter is sincerely appreciated.

Such a meeting would serve to reassure people of the valid concern the NRC has for their interest.

Thank you very much for your co-operation.

Sincerely,

(
