The purpose of this letter is to state for the record that Mr. Stephen H. Lewis, whose Notice of Appearance on behalf of the NRC Staff in the above-captioned proceedings was filed on June 3,1980, is the nephew of Mr. George Spiegel of the law firm of Spiegel & McDiarmid, attorneys for the Public Utilities Board of the City of Brownsville, Texas. Prior to Mr. Lewis' transfer to the Antitrust Division of the Office of the Executive Legal Director, the NRC's Office of the General Counsel determined that Mr. Lewis had no conflict of interest which would bar his participation in these proceedings in which the firm of Spiegel & McDiarmid represented a party. Nevertheless, we believe that it is appropriate that all parties to these proceedings be made aware of the relationship, and are doing so by this letter.
