Peach Bottom Atomic Power Station Units 2 and 3 Plant Security Personnel Training and Qualification Plan
Dear Mr. Reid:
Enclosed are five copies of the Plant Security Personnel Training and Qualification Plan for Peach Bottom Atomic Power Station Units 2 and 3 dated June,1980.
The enclosed Plan has been revised to reflect the comments con-tained in the enclosure to your letter of May 7, 1980, relating to an earlier version of the Plan.
Changes in the Plan are marked by a vertical bar in the right hand margin.
In accordance with Section 2.790(d) of the Commission's Rules and Regulations, it is hereby requested that the enclosed Plan be withheld from public disclosure on the grounds that the Plan contains details of the physical security plans for a licensed facility.
An affidavit in support of this request is attached hereto.
If you would like to discuss the enclosed, revised Plan or our responses to your comments reflected therein, please feel free to contact us.

COUNTY OF PHIIADELPHIA S. L. DALTROFF, being first duly sworn, deposes and states as follows:
1.
He is Vice President of Philadelphia Electric Company (hereinafter referred to as the " Company"); he is authorized to execute thin Affidavit on behalf of the Company; and he has read the Plant Security Personnel Training and Qualification Plan for Peach Bottom Atomic Power Station dated June, 1980, (hereinafter referred to as "the Plan") and knows the contents thereof.

The Plan which is sought to be withheld from public disclosure contains details of the physical security plans for Peach Bottom Atomic Power Station.

To the best of his knowledge, information and belief, the information set forth in the Plan has been treated as confidential and proprietary information and has been with-held from public disclosure by the Company in accordance with the Company's practice of treating all information dealing with the details'of security procedures as confidential and proprietary information.

The Plan should be considered by the Nuclear Regulatory Commission as confidential and proprietary infor-mation and be withheld from public disclosure on the grounds that it contains details of the physical security plans of a licensed facility, such disclosure is not required in the public interest, and such disclosure would adversely affect the interest of Philadelphia Electric Company.
