Gentlemen:

Enclosed is a copy of a letter dated May 19, 1980 from Portland General Electric Company to the NRC Region V Office of Inspection and Enforcement regarding discovery of a wall of the Auxiliary Building which is not adequately connected at its top to interfacing structural elements.

As pointed out in the letter, this wall was assumed to be connected and to participate as a minor structural shear-resistance element in the STARDYNE analyses.

However, since Jt is in close proximity to a parallel 4 ft. thick shield wall and its relative strength and stiffness are low, re-moval of the wall from the STARDYNE model or reduction of its shear capacity to zero will not reduce.the capability of the as-built structure below that required to resist the SSE.

In any event, prompt corrective action is being taken to connect the wall such that it will participate as assumed 17 in the STARDYNE analyses, g
