Dear Mr. Madsen:

This letter is in response to the notice of violation received as a re-sult of inspections conducted at this facility during the period March 8 to March 28, 1980. The numbering corresponds to those used in your Notice of Violation.

1.(a) Steps have been included in procedures to perform a before and after use calibration test of the moisture standard used, and to record the results.

1.(b) The primary coolant moisture scram calibration has been revised

' to allow the use of either the EG&G 440 or the EG&G 990 instru-ment.

The actions will correct the infractions and prevent recurrence. We are now in compliance.

2. To prevent violation of the wording of LCO 4.1.9, Core Tempera-ture Rise, the operating staff has been advised by memo to fol-low a literal interpretation of this LCO, and not the intent, as was done. The infraction occurred in the safe direction and 8006060d!i7 w

2. (continued) i was more conservative titan the LCO. The wording of the LCO does not however, allow this interpretation. A request for a Technical Specification change will be submitted to allow the LCO to reflect the true intent as outlined in the basis.

The instructional memo should prevent further violations, and the Tech-nical Specification change, when approved and issued, will s' low opera-tion in accordance with the basis.

We are now in compliance.
