DOCKET NO. 50-301 TURBINE DISC INSPECTION POINT' BEACH NUCLEAR PLANT, UNIT 2 As discussed in response to item IV. from the enclosure to our letter dated March 13, 1980, the Point Beach Nuclear Plant Unit 2 low pressure turbine rotor discs were inspected for indications of keyway and bore cracks during the current refueling outage.

This inspection was performed from April 20 to 24, 1980.

The inspection utilized the ultrasonic tangential and radial aim techniques described in the enclosure to our January 30, 1980 letter which reported on the Point Beach Nuclear Plant Unit 1 turbine rotor disc inspections.

The Unit 2 turbine rotor discs were inspected from both the inlet and outlet sides of the discs.

Indications were noted on two of the twenty-four discs inspected.

Both indications were in LP-1 roter discs.

Disc #3 on the governor end of LP-1 has an indici. tion in one of the three keyways with a depth of 0.120 inches.

Disc #3 on the generator end of LP-1 displayed a tangential aim indication in one of the three keyways.

This indication coula not be confirmed with the use of the radial aim technique.

Since the radial aim technique has the capability of reliably detecting cracks as shallow as 0.060 inches, we have concluded that the indication in disc #3 at the generator end of LP-1 is below the normal detectable depth.

The report and data sheets for this inspection are enclosed.

Based upon the present crack growth rate data, which includes all Westinghouse experience and 3% Ni, Cr, Mo, V alloy discs from the British experience, and the calculated critical crack size for this disc, we have predicted a conservative time to reach critical crack size for disc #3, governor end, of 10.7 o\\

years.

Please note that the estimated time to reach critical crack size was calculated with a theoretical crack propagation time divided by three to account for uncertainties in the predictive process.

As recommended by Westinghouse, we intend to reinspect the LP-1 #3 discs within five years to monitor the condition of indication.

During this outage, we also conducted an inspection of the L-3 and L-4 blading and blade attachments in response to the manufacturer's availability improvement bulletins.

This inspection was unrelated to the turbine disc keyway cracking inspection.

Using magnetic particle techniques, a total of 30 surface indications were found in the LP-1 rotor, L-3 and L-4 disc serrations and 5 indications in the LP-2 rotor, L-3 and L-4 disc serrations.

Ten blade roots also showed indications.

The disc serration indications were removed by surface polishing and in one case by removal of the top tang from one disc serration.

All blades removed for the disc serration polishing were replaced with new blades.

In addition, the ten turbine blades with root indications were also replaced.

Unit 2 returned to service on May 14, 1980.
