This is in response to your letter dated April 11, 1980 in which you requested pursuant to the Freedom of Informaton Act, a list of those firms or individuals requesting copies of RFP-RS-0SD-80-004 entitled

This will also confirm the telephone conversation you had with Mr, John C. Carr of my staff on May 9,1980 where he advised you that it is the policy of the Division of Contracts not to release the requested information until the competitive process is completed resulting in the award of a contract and your agreeing to resubmit your request after that process has been finalized.
