On March 3,1980 Toledo Edison provided a partial response to IE Bulletin 79-27 dated November 30, 1979 (Log No. 1-280) for the Davis-Besse Nuclear Power Station, Unit 1.
In that response items la and 3 were completed. Items Ib, Ic and 2 were deferred. Ihis letter provides a status and expected completion dates of the remaining items.
Items Ib and Ic As a result of the February 26, 1980 transient at Crystal River, Unit 3 Toledo Edison has expanded the review of this Bulletin to include electrical buses internal to the non-nuclear instrumentation and integrated control system (NNI/ICS). Toledo Edison has retained the services of two consultants to review power supplies. One consultant has reviewed the external power to the NNI/ICS, and the second consultant j
has reviewed the loss of power ' supplies internal to the NNI/ICS. Both studies are i
nearly complete, and Toledo Edison is reviewing the preliminary information.
Items 1b and Ic will be evaluated based on various combinations of the loss of instrumentation and control functions (that are caused by a single electrical fault or active failure in NNI or ICS). 1h _ will delay our responses to these items until May 6, 1980.
Item 2 As Indicated above the scope of this review has been expanded in the NNI/ICS areas.
Ihis item, dealing with review of emergency procedures and updated training of the operators, will be completed before start-up following the current LB-1 refueling outage.

Additionally and related to this Bulletin, on April 16, 1980 (Serial No. 609) Toledo Edison commited to a test to verify the results of the expanded evaluations of items Ib and Ic.
This test will be completed prior to start-up following the current DB-1 refueling outage.
