SUBJECT:

NASA /NRC CONTACTS In late 1979 or early 1980, NASA was asked by OMB to assist the NRC by providing advice on aerospace technologies and methods that could be applicable to improve j

the safety of nuclear power plants.

On February 1,1980, NASA responded to this request with a letter to Chaiman f

Ahearne (Enclosure 1). A proposed working group of NASA officials was designat-

)

ed to interface with the NRC to explore areas where NASA expertise could be of assistance.

The members of this working group are listed in Enclosure 2.

On February 26, 1980, D. J. Skovholt, D. H. Beckham and L. P. Crocker of the NRC met with this group at Bethesda to discuss areas where NASA felt they might be of assistance.

The topics tentatively identified by NASA are listed in.

Following the meeting at Bethesda, D. H. Beckham and L. P. Crocker accompanied five members of the NASA team (P. R. Comptan, R. E. English, T. D. Greenfield, R. Kubicki and G. McDonough) to Charlotte, North Carolina for a meeting with representatives of Duke Power Company. The purpose of the visit to Duke Power Company was to enable the NASA team to get a better feel for the size and com-plexity of a nuclear power plant and to develop an understanding of how a utility conducts its design, construction and operation activities so as to assure proger attention to safety-related matters.

The NASA /NRC team met on February 27, 1980 with Warren Owen and Ken Canady of Duke Power Company.

During the morning, we traveled to the McGuire Nuclear Plant site, held discussions with the site personnel and toured the facility.

In the afternoon, we discussed the Company management organization and philosophy in the corporate offices in Charlotte. The NASA personnel pointed out areas of similarity and differences between Duke's management philosphy and that used by i

e the various NASA centers.

Following the meetings with the Duke Power Company representatives, the NASA team members indicated that they felt they had accomplished their purpose.
