Persuant to a suggestion made by Mr. R. Will and Mrs. N. Kirmer during the series of meetings held February 27, 28 and 29,1980 between Dawn flining Company, D.S.H.S., D.O.E., E.P. A and N.R.C., this letter is a formal request for an amendment to our present license (WN-1043-1).
This amendment request seeks a approval of a new tailings disposal facility which was originally proposed in Dawn's application for license renewal and accompaning environmental report, both submitted on July 31, 1979.
Since the two previously submitted documents describe the project and its environmental impacts in detail, only new information is sub-mitted at this time.
(In addition, the " Response to E.P.A. Comments on Tailings Disposal Facility", submitted by Dawn on February,1980, con-tained information pertaining to this project.)
Enclosed with this letter are copies of the following:
(1) Three drawings by Kilborn Engineering, LTD showing the latest design of the pit excavation, liner installation and underdrain system.
(2) A Golder Associates report, "Geotechnical Design Data, Proposed Tailings Facility Expansion - Dawn flining Company." which analyses the geotechnical characteristics of the project.
This includes slope design, subdrain stystem, construction materials, bulking factors, permeabilities, etc.
Being mailed seperately and addressed to firs. N. Kirmer are eleven additional copies of this letter and attachments.
